About this file
This is a Request for Quotation (RFQ) issued by the Maine Department of Defense, Veterans and Emergency Management, Military Bureau for snowplowing and sanding services at Camp Keyes in Augusta. The scope of work encompasses clearing and sanding of designated areas when precipitation accumulates two inches or more, with priority given to parking areas that must be cleared by 6:00 a.m. Priority areas total approximately 548,000 square feet, including travel ways (100,000 sq. ft.), primary areas (200,000 sq. ft.), post-storm areas (148,000 sq. ft.), and sidewalks (1,100 sq. ft.). The contractor must also provide shoveling for walkways, handicap ramps, and stairs, maintain proper snow-pile locations, and respond to all communications within one business day. A mandatory pre-bid walk-through is scheduled for July 16, 2026 at 9:00 a.m., with quotations due July 23, 2026 at 4:00 p.m. The contract term runs from November 1, 2026 through October 31, 2027, with four optional one-year renewals available through April 30, 2031, covering the snow season of November through April.
The contractor must provide one 2.5-yard loader with bucket and snow pusher, two 0.5-ton or larger plow trucks capable of clearing 7-10 foot swaths, and one skid steer for smaller areas. All personnel require federal background clearance, and the contractor must maintain a $1,000,000 general liability policy, state-required worker's compensation insurance, and a $500,000 business auto policy with snow-plowing coverage. The incumbent contractor, CCC Construction LLC, received $175,200 annually. Monthly invoices are paid on net 30 terms. Bidders must submit a Responsible Bidders Certification, detailed cost response on the provided Excel worksheet, a Subcontractors and Disaster Recovery Plan, an equipment list, and insurance certificates. Special facilities including Bangor Flight Facility Building #260 and Bangor RTI #700 may require 24/7 around-the-clock snow-removal capabilities upon notification. Award will be made to the lowest qualified bidder submitting all required documentation, with questions due by noon July 17 via the State's Vendor Self Service system.
