About this file
This is a Statement of Work (SOW) issued by the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs for the installation of electric vehicle charging equipment at Great Brook Farm State Park in Carlisle, Massachusetts. The project seeks to engage a qualified vendor to purchase, install, and commission EV charging infrastructure for fleet use. The scope requires installation of two Level 2 dual-port networked pedestal-mounted charging stations (ChargePoint or approved alternative), one 100-ampere electrical subpanel, charging station foundations, four bollards, disconnect switches, conduit, wiring, circuit breakers, and all associated hardware. The project is located at the park's Headquarters Building at 984 Lowell Street. Mandatory site visits are scheduled for Tuesday, March 10, 2026, from 9:00 AM to 12:00 PM. Vendor questions must be submitted by March 16, 2026, at 9:30 AM EST, with responses posted by March 19, 2026. The proposal submission deadline is March 23, 2026, at 5:00 PM EST. The estimated contract start date is March 30, 2026, with all deliverables and specifications required to be completed by June 1, 2026. The work must be performed in accordance with the National Electrical Code and all applicable codes, with the vendor responsible for permitting, inspections, and equipment commissioning.
Compensation is structured as a not-to-exceed fixed-price contract with itemized costs for equipment, labor, and services. Vendors must provide separate itemized pricing for 10 tons of sand delivery if applicable, though DCR reserves the right to accept or reject this as a separate cost item. The procurement is issued under the Massachusetts Statewide Contract VEH122 for Advanced Vehicle Technology Equipment. The Small Business Purchasing Program (SBPP) applies to this solicitation, providing award preference to SBPP-registered participants that meet best value criteria; non-SBPP bidders will be evaluated only if no SBPP participant meets the evaluation standards. All proposals must be submitted electronically through COMMBUYS; no email, mail, or hand delivery submissions will be accepted. All work must be coordinated with DCR's trenching schedule, which requires approximately 3 days and 2 weeks' notice. The vendor must coordinate with DCR regarding any archeological findings that may affect the installation timeline.
