About this file
This is a Bid Amendment containing supplemental photographs related to the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs' procurement for electric vehicle charging station installation at Great Brook Farm State Park in Carlisle, Massachusetts. The amendment includes three photographic images (image1.jpeg, image2.jpeg, and image3.jpeg) that provide visual documentation of the project site conditions at the Headquarters Building located at 984 Lowell Street. These supplemental photos serve to support the competitive sealed proposal process and provide bidders with additional site documentation beyond the original solicitation materials. Mandatory site visits are scheduled for Tuesday, March 10, 2026, from 9:00 AM to 12:00 PM, with vendor questions due by March 16, 2026, at 9:30 AM EST and responses posted by March 19, 2026. Proposals must be submitted electronically through COMMBUYS by March 23, 2026, at 5:00 PM EST, with an estimated contract start date of March 30, 2026, and all deliverables required to be completed by June 1, 2026.
The project requires installation of two Level 2 dual-port networked pedestal-mounted charging stations, one 100-ampere electrical subpanel, charging station foundations, four bollards, disconnect switches, conduit, wiring, circuit breakers, and associated hardware. Compensation is structured as a not-to-exceed fixed-price contract with itemized costs for equipment, labor, and services. Evaluation will consider best value criteria under the Massachusetts Statewide Contract VEH122 for Advanced Vehicle Technology Equipment, with the Small Business Purchasing Program (SBPP) providing award preference to registered participants meeting best value criteria. All contractors and subcontractors must comply with Massachusetts prevailing wage rates across over 150 construction classifications, and weekly payroll reports must be submitted to the awarding authority with records maintained for three years. The vendor is responsible for all permitting, inspections, equipment commissioning, work performed in accordance with the National Electrical Code, coordination with the Department of Conservation and Resources' trenching schedule, and coordination regarding any archeological findings that may affect installation timeline.
