About this file
This is a Scope of Project document prepared by the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs (EEA) for electric vehicle charging infrastructure installation at Great Brook Farm State Park Headquarters in Carlisle, Massachusetts. The project requires installation of two Level 2 dual-port networked pedestal-mounted EVSE charging stations (ChargePoint CT4000 Family or approved equivalent), each mounted on an EV Block foundation with two bollards for protection. The scope includes power feed installation from the Headquarters Building at 984 Lowell Street to the grass area in front of the parking lot, requiring one 100-ampere electrical subpanel, a new disconnect switch mounted on the exterior of the building, trenching with conduit installation (1-inch PVC Schedule 80), handholes, and all associated electrical hardware. Mandatory site visits are scheduled for March 10, 2026, from 9:00 AM to 12:00 PM, with vendor questions due by March 16, 2026, at 9:30 AM EST and responses posted by March 19, 2026. Proposals must be submitted electronically through COMMBUYS by March 23, 2026, at 5:00 PM EST, with an estimated contract start date of March 30, 2026, and all work required to be completed by June 1, 2026.
The contract is a not-to-exceed fixed-price agreement with itemized costs for equipment, labor, and services. Vendors must provide separate itemized pricing for 10 tons of sand delivery if applicable. The Commonwealth will evaluate proposals using best value criteria under the Massachusetts Statewide Contract VEH122 for Advanced Vehicle Technology Equipment. This solicitation is subject to the Small Business Purchasing Program (SBPP), which provides award preference to SBPP-registered participants meeting best value criteria; non-SBPP bidders will be evaluated only if no SBPP participant meets evaluation standards. All contractors and subcontractors must comply with Massachusetts prevailing wage rates for over 150 construction classifications, including base wage, health insurance, pension, and supplemental unemployment benefits, with weekly payroll reports required. Vendors are responsible for all permitting, inspections, equipment commissioning, trenching coordination with the Department of Conservation and Resources (requiring approximately 3 days and 2 weeks' notice), and compliance with the National Electrical Code and all applicable codes and regulations.
