About this file

This document is an Amendment of Solicitation for a Materiel Fielding and Medical Liaison Support Services contract (Solicitation Number W911QY-25-R-A001). The U.S. Army is seeking a contractor to provide comprehensive support services including program management, logistics analysis, medical liaison support, and transportation coordination. The solicitation requires offerors to submit a detailed proposal addressing management approach, fielding support, past performance, and pricing across five volumes, with a proposal due date of 4:00 PM Eastern Time on 09 April 2025.

The evaluation will be a best-value trade-off process considering three primary factors: Technical (most important), Past Performance, and Price. Technical evaluation will focus on management approach and fielding support, with specific emphasis on program management plan, quality control plan, and incoming transition plan. The government anticipates selecting a single contractor with a Secret Facility Clearance, and proposals must demonstrate relevant corporate experience, key personnel qualifications, and the ability to provide technical support across various tasking areas. The total evaluated price will include fully burdened labor rates, estimated travel, and other direct costs for the entire contract performance period.

If the Offeror's proposal contains material meeting this description which is customarily maintained in confidence in the course of the Offeror's business and is not otherwise publicly available, and if the Offeror does and is not otherwise publicly available, and if the Offeror does not want it disclosed to the public, they shall mark the title page with the legend that follows:

"This proposal, furnished in response to Solicitation No. W911QY-25-R-A001 contains trade secrets and /or privileged or confidential commercial or financial information. An approved Department of Defense Security Agreement (DD Form 441/441-1) must be provided with proposal submittal as proof of current Facility Clearance. If the offeror does not demonstrate that they meet the requirement at the time of proposal submission, they will be eliminated from consideration for award and no additional volumes of the offeror's proposal will be evaluated.

If the offeror meets the requirements of Phase I, they will advance to Phase II of the evaluation.

Phase II

1.0. Best Value Introduction

Introduction: This section outlines the criteria the Government will use in evaluating the Offeror's capabilities and proposal for the Materiel Fielding and Medical Liaison Support Services support contract. The Government will compare each Offeror's proposal elements against the predetermined evaluation criteria related to the Government's requirement defined herein. This is a competitive, best value, trade-off process, source selection.

1.1 Evaluation Ratings Assignment

The Government will evaluate all proposals received against Technical (Factor 1), Past Performance (Factor 2), and Price (Factor 3). A Combined Technical/Risk Rating will be used to evaluate Factors 1 and Factor 2 will receive an overall confidence level rating. The Price Factor will not be given a color rating or scored but rather be evaluated to determine if the price is fair and reasonable.

1.3 Evaluation Scales

1.3.1 Factors 1 and Subfactors 1 through 2 Evaluation Scale

Factor 1, including Subfactors 1 through 2, will be evaluated based on the following rating scale:

Table 2. Combined Technical / Risk Ratings

COMBINED

TECHNICAL

/RISK RATINGS

Color Ratin g

Description

Blue

Outst andin g

Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Purple Good

Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Green Acce ptabl e

Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Yellow Marg inal

Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Red Unac cepta ble

Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is not awardable.

Deficiencies and weaknesses, referred to in above descriptions ratings, are defined as set forth in FAR

15.001. This is a combined Technical/Risk rating. As such, the level of risk to unsuccessful performance will be assigned per the color rating definitions contained within the above table and not given a separate rating. For example, a proposal can be low risk and still receive a blue or purple rating.

1.3.2 Findings Definitions

An aspect of an offerors' proposal that has appreciable merit or appreciably Significant Strength.

exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.

Strength. An aspect of an offerors' proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Weakness. A flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001.

Significant Weakness. A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.

Deficiency. A material failure of a proposal to meet a government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.

Uncertainty. Any aspect of a non-cost/price factor proposal for which the intent of the offeror is unclear (e.g., more than one way to interpret the offer or inconsistencies in the proposal indicating that there may have been an error, omission or mistake).

1.3.3 Factor 2 Evaluation Scale

The Government will evaluate the quality of the Offeror's past performance of the efforts that meet the recency criteria and relevancy criteria as described in Addendum to FAR 52.212-1 Instructions to Offerors, in order to determine the Government's overall level of confidence in the Offeror's ability to successfully perform the required effort.

The Government will review all information submitted by the Offeror to ensure they meet the required recency timeframe. Those efforts that do not meet the recency requirements or determined to be not relevant will not be evaluated further.

The Government will evaluate the quality of the Offeror's past performance (that meet the recency and relevancy criteria described in Addendum to FAR 52.212-1 Instructions to Offerors) in order to determine the Government's overall level of confidence in the Offeror's ability to successfully perform the required effort. The Government is not limited to these resources. The Confidence Ratings with definitions that will be utilized are contained below:

Performance Confidence Assessments

Rating Definition

Substantial Confidence

Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence

Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The Offeror may not be evaluated favorably or unfavorably on the facto of past performance.

Limited Confidence

Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence

Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Relevant Contracts. In determining "relevancy," the Government defines "relevancy" as contracts that are most similar to this overall effort as stated in the Performance Work Statement. Some of the factors in determining similarity include: the nature and extent of the work involved, skill sets required, project complexity, contract dollar value, contract duration, and supported organization.

Adjectival Rating Description

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this RFP requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this RFP requires.

Somewhat Relevant

Present/past effort involved some of the scope and magnitude of effort and complexities this RFP requires.

Not Relevant Present/past effort involved little or none of the scope and magnitude of effort and complexities this RFP requires.

Recent Contracts. In determining "recency," the Government defines "recency" as contracts performed, all or at least one (1) year, or awarded during the past six (6) years from the date of issuance of this RFP

1.4 Relative Order of Importance

Tradeoffs will be accomplished between non-price factors and Price. The factors are listed in order of importance with Factor 1, Technical, being the most important, and Subfactor 1, Management Approach being the most important subfactor within the factor:

Technical (Most Important) Factor 1 -

- Management Approach (Most Important Subfactor) Subfactor 1

- Fielding SupportSubfactor 2

Subfactor 1 is more important than Subfactor 2.

Factor 2 - Past Performance

- PriceFactor 3

Factor 1 - Technical is the most important factor. All evaluation Factors other than Price, when combined, are "significantly more important" than Price.

1.5 Basis for Award

Contract award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors. To receive consideration for award, all non-price Factors must receive ratings of a "Good"

If a technical rating or higher, and a Past Performance confidence rating of Satisfactory or higher.

single evaluation factor receives a rating of "Unacceptable", then it will be considered ineligible for award. Award may be made to other than the lowest priced proposal if the Government determines that paying a price premium for the higher rated proposal is warranted. The Government may also award to other than the highest rated proposal, if the Government determines that paying a price premium is not warranted. However, the Government does reserve the right to award no contracts as a result of this solicitation if the Contracting Officer determines it is in the Government's best interest to do so. Multiple proposals are not authorized.

The Government intends to award without discussions; however, the Government reserves the right to enter into discussions if deemed necessary by the Contracting Officer. Therefore, Offerors are cautioned that their initial proposal submissions should contain their best terms. The Government will evaluate all proposals and if discussions are to be conducted, establishment of the competitive range will be comprised of all of the most highly rated proposals, based upon the ratings of each proposal against all evaluation factors. The decision to establish a competitive range will be made at the sole discretion of the Contracting Officer.

After evaluating all proposals, the Contracting Officer may also determine that the number of most highly rated proposals that might otherwise be included in the competitive range exceeds the number at which efficient competition can be conducted. Offerors are therefore advised that the Contracting Officer, for purposes of efficiency, may also limit the number of competitive range Offerors, at his/her sole discretion.

1.6 Number of Contractors to be Selected

The Government anticipates selecting one contractor for the Materiel Fielding and Medical Liaison Support Services support contract. The Government reserves the right, in its sole discretion, to award one or none, depending on the quality of the proposals, the availability of funding, program risks, the continued existence of the requirement, and other Government needs.

1.7 Proposal Evaluation

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as areas or factors to be eligible for award. Failure to comply with the terms and conditions of the solicitation, or missing elements within Volume I, Administrative, may result in the Offeror being removed from consideration for award. Any exceptions to the solicitation's terms and conditions must be fully explained and justified.

1.8 Sequence of Events during Proposal Evaluation

The Government will employ streamlined Best Value techniques to evaluate proposals, conduct negotiations, and determine the successful Offeror(s) in this acquisition. "Offeror", for the purposes of this solicitation, shall be defined as a response to the solicitation that, if accepted, would bind the Offeror

(s) to perform the resultant contract.

The Offeror(s) can expect the following conditions and responses during proposal evaluation and negotiation:

The Offeror's proposal shall be submitted in accordance with the instructions provided in Addendum to FAR 52.212-1 Instructions to Offerors. Upon receipt, the proposals will be reviewed for completeness and compliance with RFP requirements. The proposals will receive a detailed evaluation employing the process and criteria identified in Addendum to FAR 52.212-1 Evaluation Factors for Award.

THE GOVERNMENT RESERVES THE RIGHT TO AWARD A CONTRACT(S) BASED ON

INITIAL SUBMISSION WITHOUT ORAL PRESENTATION, EXCHANGES AND/OR

DISCUSSIONS.

In the event the Government enters into discussions, the Government will render a competitive range determination and conduct discussions with only those Offeror(s) remaining in the competitive range. In the event a competitive range has been rendered, Offerors shall be prepared to enter into discussions. For those Offerors in the competitive range, the Government will submit Evaluation Notices (ENs), which shall be answered by the Offerors.

Additional competitive range determinations may be made as needed during exchanges. A request for Final Proposal Revisions (FPRs), as described below, will be used to conclude exchanges.

The Contracting Officer will request a "Final Proposal Revision" (FPR) if needed from those Offerors remaining in the competitive range. The Contracting Officer will establish a common due date and time for the submission of FPRs. The final proposal revision will be requested in the following format:

"Regarding your offer submitted in response to the above referenced solicitation, discussions with Offerors are now concluded. You have the opportunity, if you so desire, to submit a best or final offer by TBD AM/PM on TBD. Major revisions are not expected, but should you revise your offer in any way, complete and detailed support for the revision and any other affected part of your proposal shall accompany the revision. In the event the price is revised, a complete cost breakdown setting forth the revisions and basis therefor, shall be submitted with the revised offer. The Government reserves the right to reject any proposal data specified above if submitted without a revision or, if submitted with revision, is inadequate to establish the acceptability of the revised offer. Any revision received after the closing time and date will be considered a late offer in accordance with FAR 52.215-1, Instructions to Offerors, Competitive Acquisition."

If FPRs are requested, the Offeror's FPR will be evaluated in accordance with the evaluation criteria stated in this section. Unexplained or inadequately explained departures from the previous submission may significantly impact the evaluation of the Offeror's proposal. The information in the FPR should be presented in a clear, coherent and concise manner. Vague or terse statements such as "will comply", "noted and understood", etc. are NOT acceptable.

In the event the Government has not rendered a competitive range determination, the Government may conduct exchanges with Offeror(s) to enhance the Government's understanding of proposals; allow reasonable interpretation of the proposal; or facilitate the Government's evaluation process. Such communications shall not be used to cure proposal deficiencies or material omissions, materially alter the technical or cost elements of the proposal, and/or otherwise revise the proposal. Such communications may be considered in rating proposals for the purpose of establishing the competitive range. Furthermore, such communications do not and shall not permit Offerors to modify, revise, or otherwise change any element of their proposal.
