We cannot find any of the equipment inventory lists. I don’t know all number files but I see numbers such as:

J-1604000-06 through J-1604000- 10, J-1604000-19, J-1604000-20

Each Annex has the associated inventory lists in the J annex portions separately, there isn't a "master list" of all annexes in one spot.

2 Solicitation - General Request an extension to the due dates for both the Q&A submittal (to 15 June 2023) and the proposal submittal (to 15 Aug 2023).

The Q&A submittal remains “7 working days before the proposal closing date”.

Proposal submittal due remains “10:00 AM local time 01 Jun 2023”.

3 Section C – 1606001 Water (Overseas) 2.2.1.1

Can the ORC/AORC be the same person? No, they cannot be the same person.

4 Section C – 1606001 Water (Overseas) 2.2.1.1

Can the Operator in Responsible Charge (ORC) (all water systems except Harioshima) be the same ORC for Harioshima?

No, they cannot be the same person.

Neither can the AORC be the same person for both systems

Although the contractor will need the cost during Phase-In and Phase-Out, there does not include the item of Phase-In and Phase-Out in the price list (Attach (a)_ELIN.xlsx). Please advise how the contractor estimate the price of Phase-In and Phase-Out in the current price list.

It is the contractors decision how to allocate these costs within their proposal.

/ ODS Requirements for Refrigerant Recycling

There mentions that the Contractor can turn in refrigerant other than R12 or R22 to local disposal facilities. Please advise whether the Government will pay the fee to the contractor when the contractor will dispose of the refrigerant other than R12 or R22 for each time.

Please refer to the changes in Amendment 0004. The wording for this paragraph has been revised from “can” to “shall”.

0200000-07 / Government-furnished Facilities

Is it possible for the Government to provide more space to the contractor if there will not be enough space for the contractor for these spaces which the Government will provide?

Please bid to the current specifications.

9 PWS 0600000 Port Operations /3.1.1 / Daily Inspection

The Government is asking the contractor to notify the Port Ops of any defects/deficiencies with one hour. However, there does not mention the content of defects and deficiencies. Please be clarified what defects/deficiencies the contractor will notify to the Government.

1. Please advise the definition of an increase or decrease exceeding 15 percent because the contractor can’t understand how the Government has calculated 15 percent. Is 15% monthly, annual? Is the Government setting 15% for each item (equipment, facilities, components and systems)?

2. Please provide the historical data of maintained and repaired actual cost for latest 5 years for each item (equipment, facilities, components and systems) that the Government has taken the cost to maintain and repair the equipment and material in J-1602000-03 actually. The contractor needs to review this cost and to include the contractor's cost into the contractor's proposal as needed.

3. There mentions “Refer to each sub-annex in Annex 16” for the information. Please advise which file and item the contractor should review. We do not know which is each sub-annex in Annex 16.

A request for proposal for a contract modification is anticipated to be executed for the operation and maintenance of the facility NA153 approximately 6 months after the actual construction of the facility is completed in FY25. This modification will be considered an “in-scope modification” for new work and therefore these costs should not be included in your proposal in response to the solicitation.

(a) The Government may extend the term of this contract by written notice to the Contractor within the performance period specified in the contract;

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
