72 Attachment J-1604000-
Regarding the future project "Newly Installed NA153" to be completed in FY24; As a result of a inquire with the manufacturer which is undertaking the construction project currently, they are not able to submit the quote for this item within this year 2023 since O&M instruction/manual has not been developed yet. Therefore, we cannot provide the cost estimation.
If government provide the O&M instruction/manual to us, we will provide the cost estimation.
Future project “Newly Installed NA153” projected completion in FY25. The data pertaining to NA153 is included in the PWS to give Offerors a preliminary insight into the scope of work forthcoming with the completion of NA153. The information packet is incomplete (O&M instructions/manual not available), therefore Offerors are not required to submit any proposal information for NA153 operation and maintenance at this time. A request for proposal for a contract modification is anticipated to be executed for the operation and maintenance of the facility NA153 approximately 6 months after the actual construction of the facility is completed in FY25. This modification will be considered an “in-scope modification” for new work and therefore these costs should not be included in your proposal in response to the solicitation.

74 Attach+(3)+PPI+Respon se- Revised+Amend+0006/
The contractor has understood that the contractor should include Mobilization/Demobilization costs into the latest Attach+(a)+ELIN. However, the
The Mobilization/Demobilization phases meets a minimum need of the Government.
No6/Government Response requirement may benefit the incumbent in this case, as assets and logistics are already in place while a new contractor must burden full mobilization/demobilization costs starting from zero. Therefore, we respectfully request the government modify the ELIN making separate prices for items like below in Attach+(a)+ELIN for example to provide fairness to all contractors:
In Sheet of Base-Recurring or In Separate Sheet:
Description: Demobilization/Phase Quantity: Required Quantity from the Government Unit of Issue: Required Unit from the Government
In Sheet of 4TH Option or In Separate Sheet:
Description: Demobilization/Phase Quantity: Required Quantity from the Government Unit of Issue: Required Unit from the Government
The solicitation evaluation for cost is the lowest overall cost.
Therefore the Government sees no discernable value in delineating the costs further as it would provide no material information that would be relevant to the Government’s award decision.

For Question 79, 3.3.4 Cleaning of Sewer Collection Lines Akasaki area, we assume it is impossible to perform the cleaning at entire sewer line. It is possible to clean up branch lines but not the main sewer line.
(Reason)
- The distance is too long and there are so many bends (not straight). Also, access inlets for maintenance purpose are not installed on the line.
Thus, please specify cleaning procedure(s) which the Gov't side plans currently.
