| RFP | 3-4 | B.2 | Item Number Structure | The solicitation indicates CLIN 0001 as CPFF completion inclusive of Labor and Materials. CLIN 0002 is Labor, CLIN 0003 is Travel, and CLIN 004 is Other Direct Costs. Please clarify the intent of CLIN 0001; specifically, will any Task Orders (TOs) be issued against CLIN 0001? | Yes, depending on the particular task order requirement, the task order will be issued using either CLIN 0001 or CLIN 0002 for the labor. Those task orders using CLIN 0001 will be for tasks requiring completion of a certain requirement. Those task orders using CLIN 0002 will be for requirements for a given time period that do not require a completed end item or product. Task Order 001 will be issued using CLIN 0001 for the labor and CLIN 0004 for travel. |
| RFP | 32 | L.3.1.2 | Small Business Subcontracting Plan | L.3.1.2 states, “…If goals were not met on the SF 294/295s or eSRSs reports, offerors shall provide a detailed explanation as to why the goals were not met.” Please confirm that the SF294/295s referenced are those that are being submitted with the Past Performance volume. | Yes, those that were submitted in Past Performance. |
| RFP | 33 | L.3.2 | Vol 2 Factor 1 Technical | The final RFP includes a Task Order PWS for Task Order 001. Please confirm that the offeror's technical approach to the TO 001 PWS should be incorporated within the overarching Technical Approach, rather than being placed in a separate section. | Any discussion of the technical approach to TO 001 should be included within the Technical Approach rather than being placed in a separate section. |
| RFP | 35 | L.3.3.2 | Vol 3 Past Perf Info Sheets | RFP L.3.3.2 states, “The offeror shall submit a maximum of three (3) and a minimum of two (2) Past Performance Information Sheets identifying active or completed contracts by the prime contractor, either Government or commercial….Past Performance Information Sheets for each contract is limited to two (2) pages…” (Emphasis in original). |
RFP L.3.3.3 states, “Offerors shall submit information on contracts that are considered relevant in demonstrating the ability to perform the proposed overall effort in the information sheets. Offerors should provide a clear, succinct narrative for each contract or subcontract listed that is anticipated to perform at least 10% of the effort based on subcontractor dollars divided by total proposed dollars. Explain the nature of the work involved and the extent the work involved was/is similar to the PEO Maritime Requirements effort in terms of operations, contract scope, schedule, and risk.”
| The overall Past Performance volume is limited to 15 pages, of which the Past Performance Information Sheets (PPIS) (3 PPIS x 2 pp each) and the Summary Page occupy a total of only 7 pages. Accordingly, we interpret Paragraph L.3.3.3 to mean that the Government desires the submission of relevant past performance information on projects that are not covered in one of the three PPIS. Please confirm this interpretation. | There is nothing additional required or desired. The maximum number of pages for the Past Performance Volume has been updated to 10 pages total (up to three (3) pages per PPIS plus one summary page) to allow space for discussion of subcontractors proposed to accomplish at least 10% of the work. | |||||
| RFP | 38 | L.3.5.2.5 | Proposed Labor Categories | Please confirm that, if the prime contractor intends to use subcontractors, additional rows may be added to accommodate the different formulas needed to calculate direct labor vs. subcontractor labor. | No additional rows should be added to the pricing spreadsheet. If a subcontractor is planned to use for a certain category, the offeror should combine each rate proportional to the amount of work each is expected to accomplish during the life of the IDIQ contract. For example, if the prime's rate for Engineer, SME is $100 / hour and the subcontractor rate is $80 and the prime expects to accomplish 75% of the work, the combined rate entered for the Engineer, SME is $95 (100*.75+80*.25). The offeror should provide a calculation sheet to map the method and figures used to calculate the blended rate. | |
| RFP | 45 | M.3.4.3.1 | Table 7 Total Evaluated Price (TEP) | Second row, second column of Table 7. It appears that text is missing from this cell, which reads, “*Offeror Proposed fully burdened rates or Gov’t MPC if” Please confirm that the intent is to jump to the asterisked item below the table. | The table cut off in the posted RFP. The cell of the table has been updated so the cell reads, "*Offeror Proposed fully burdened rates or Gov’t MPC if necessary" | |
| Attachment A | Attachment A | TO 001 Pricing Matrix | The Pricing Matrix for Task Order 001 does not include materials. Please provide a Government plug number for materials. | The Task Order 001 Pricing Matrix has been updated to include a material plug figure. |
Note: Attachment A is the IDIQ pricing matrix used for evaluation. Attachment D is the Task Order 001 pricing matrix used to price task order 001.
| Attachment A | Attachment A | IDIQ Pricing Matrix | Please confirm that the offeror may modify the format and formulas to accurately reflect the offeror's approved bidding system and cost burdens. | If any changes are made to the pricing matrix, the changes should be clearly identified in the notes section of the pricing sheet. If an offeror would like the Government to review and provide comments about their proposed changes to the Attachment A Pricing Matrix, the offeror shall submit their proposed updated Pricing Matrix to Jonathan.Rinkinen@gsa.gov and Libia.Cristancho@gsa.gov NLT COB 09 Dec 2019. Each updated Pricing Matrix submitted for Government review will be reviewed for acceptability of the format and formula changes only. There will be no evaluation of the prices being proposed. |
| Attachment D | N/A | IDIQ Pricing Matrix | Please confirm that the offeror may modify the format and formulas to accurately reflect the offeror’s approved bidding system and cost burdens. | If any changes are made to the pricing matrix, the changes should be clearly identified in the notes section of the pricing sheet. If an offeror would like the Government to review and provide comments about their proposed changes to the Attachment D Pricing Matrix, the offeror shall submit their proposed updated Pricing Matrix to Jonathan.Rinkinen@gsa.gov and Libia.Cristancho@gsa.gov NLT COB 09 Dec 2019. Each updated Pricing Matrix submitted for Government review will be reviewed for acceptability of the format and formula changes only. There will be no evaluation of the prices being proposed. |
Note: Attachment A is the IDIQ pricing matrix used for evaluation. Attachment D is the Task Order 001 pricing matrix used to price task order 001.
