United States Special Operations Command (USSOCOM) Program Executive Office (PEO) Maritime Performance Work Statement (PWS) for Maritime Requirements
ID04190107001
Attachment 1 31 October 2019 United States Special Operations Command (USSOCOM) Program Executive Office (PEO) Maritime Requirements Task Order 001 Performance Work Statement (PWS)
1.0 Specific Task Order 001 Requirements
The Contractor shall execute the specific task areas defined in the paragraphs below. All requirements of the base IDIQ PWS remain in place and in full effect unless specifically identified in the task details to follow.
1.1 Points of Contact (POCs) and Place of Performance
All current POCs, Government and Contractor, for the contract should be registered in ASSIST and listed under the contract to ensure POCs’ contact information is current and accurate. The Contractor shall commence work upon contract award by the Contracting Officer. The work shall be accomplished primarily at the Contractor’s facility and at the locations specified in Section 1.3
1.2 TBV KEB Motor Controller Support
The Contractor shall provide independent technical expertise to the development of the TBV KEB Motor Controller. A primary objective shall be to prototype the design solution in a laboratory setting based off of the previous study phase. This phase identified an option that increased the motor controller frequencies by an order of magnitude of five and included the drives controller, pump drives and main motor drives. Support includes Technical Review and Fabrication Survey support; Engineering Support through Independent Assessments, Evaluations, and Tests; Technical Field Support and Technical Package Completion; and Technology Insertion through Rapid Prototyping, Technology Assessment, and Technology Integration. This shall involve the following subtasks:
1.2.1 The Contractor shall support the detailed technical reviews (to include Quarterly Program Reviews and Critical Design Reviews [CDRs]) of motor controller system designs. The Contractor’s general areas of expertise shall include, but shall not be limited to, hull, mechanical, and electrical systems and launch and support systems. The Contractor shall review proposed modifications to the system for installation of Government Furnished Equipment (GFE) as well as to support the review of human system integration design factors, effectiveness, reliability, safety of ship, weight, balance, and trim. The Contractor shall review procedures related to operating, emergency and maintenance of the system as well as training plans.
Similarly, the Contractor shall assist with hazard identification and assessments for hazard severity, probability, consequences, and categorization. The Contractor shall review Manned Maritime’s system engineering plans and procedures to assess program impacts of proposed technical changes.
1.2.2 The Contractor shall provide engineering expertise and shall analyze relevant military, Government and commercial requirements and standards applicable to the motor controller system. The Contractor shall review, analyze, interpret and make recommendations on reports from the system builder as well as from Government and commercial certifying agencies. These include conducting independent calculations and testing; reviewing potential courses of action; and providing focused lessons-learned, technical advice, and recommendations. The Contractor shall review draft test plans and procedures; analyze technical requirements to develop draft test plans and procedures; and assist in the development of mission profile testing. The Contractor shall possess the capability to conduct field and laboratory demonstrations, assessments, operational assessments, field experiments, and operational test evaluations. The Contractor shall also test and collect test data during land-based and at-sea testing; analyze test data and evaluate test results; and prepare draft test reports. The Contractor shall provide recommendations based on test results and priorities, regarding design or manufacturing changes and future testing. The Contractor shall support the program by using its in-house capabilities in conducting the following tests: structural, pressure and off-gas screening and other chemical and material analysis and testing.
1.2.3 The Contractor shall provide technical field support for the integration and employment of sensors developed for the motor controller system. The Contractor shall also provide technical field support for system integration and human systems interface (HSI) integration of sensors. The Contractor shall develop technical information packages, to include master parts lists, drawing packages, and required maintenance manuals for depot and user level procedures, with the intent to provide this technical information package for future sustainment and procurement via a separate Government activity.
1.2.4 The Contractor shall possess agile capability to access and exploit organizations engaged in technology development and demonstration, operational assessment capabilities, and rapid prototyping /fabrication facilities. The Contractor shall provide the capability to design, fabricate, deliver, and integrate hardware and software items as required by the task order. The Contractor shall provide rapid prototyping and testing support for the demonstration of technologies. The Contractor shall review proposed system modifications for potential improvements in design and manufacturing methods. Selected concepts may be chosen for prototyping and introduction as Government Furnished Property (GFP). The Contractor shall develop and demonstrate advanced technologies for future system integration.
1.3 Anticipated Travel Requirements
Mandatory travel within the Continental United States (CONUS) may be required to perform the assigned tasks. Prior to travel, all travel requests shall be coordinated and approved by the Contracting Officer's Representative (COR). The Contractor shall utilize GSA’s electronic Assisted Services Shared Information System (ASSIST) to request travel and COR approval. The numbers of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements.
In support of PEO-M programs, travel shall include trips from the Contractor’s primary location to USSOCOM in Tampa, FL, for one-day program status meetings. Annual trips shall be required to perform design/project reviews at client facilities, while numerous trips are anticipated for subsystem and system level testing and assessment. Additional travel to provide technical field support at the listed locations, and/or additional locations as required, shall be necessary to meet with Operators, perform demonstrations, and provide technical support to maritime systems.
The following chart characterizes anticipated annual travel, but is not all-inclusive. The Government anticipates that while some travel shall be superseded, additional new travel shall be identified through the life of the task order. While events and locations may change, the total amount of travel remains generally static.
