Aircraft Maintenance

Questions and Answers

Question Response

1. Will the contractor be performing preflight, launch & recovery, and post flight maintenance duties for all flights?

The purpose of this contract is for contract maintenance facilities to perform inspections or to work out of service items. Almost always at their facility. They would be expected to do a preflight just before the aircraft is returned to service and be responsible for its launch. They would be expected to do a recovery and post flight when the aircraft arrives at their facility for the maintenance which would include a post flight inspection.

2. What minimum schedule coverage is anticipated to be required of the contractor? How many Shifts per day, and how many days per week?

While an aircraft is at their facility for any maintenance they should have a minimum of two shifts working the aircraft and to work 5 days per week. However, they should offer additional man hours at our request at an overtime rate of no greater the time and a half.

No. These service centers typically have a certain number of full time employees to cover a full hangar of aircraft.

None will hire more because they are awarded this contract.

4. Will the government consider including a Base Operations CLIN for each site at a fixed rate to cover basic operating expenses for that site?

Each service center has their own facilities. They government need not provide any unless they happen to come to our home base of operations which is somewhat rare.

5. Will the government consider including a Flying-Hour CLIN in the contract, where the contractor is paid a fixed rate per hour flown by the aircraft, as a means of compensating parts and material consumption?

No. Not as part of this contract. That type of an agreement is typically ment for programs such as Smart Parts, HAPP(Honeywell Avionics) Protection Program, CASP (Collins Avionics Protection Program, Corporate Care (Rolls

Royce Engine) etc.

6. Can the serial numbers and flight hours for each aircraft and engine be Yes. This is a must in order for the provider to return the aircraft to service.

7. Is any historical parts usage data available for each aircraft? This would be helpful in calculating annual estimated parts and materials cost.

It would require extensive research but could be made available however this is not a very accurate way to forecast future cost.

8. What if any significant modernization or capability upgrades are anticipated for the aircraft during the Period of Performance of the

There are some that will be required but it is my understanding that monies for mods will not come from the funding for this contract.

9. Is a copy of the current FBI General Maintenance Manual available for Yes. Each of our aircraft carries a copy of the current GMM.

10. Can the specific location(s) of the Main Operating Base(s) be disclosed? Are there any alternate locations that can be disclosed?

If you are asking of our Main Base of Operations it is best not to disclose nor should any alternate sites be disclosed.

11. What government owned facilities will be provided for contractor use, No government owned facilities will be provided.

12. Will government owned parts be provided, and if so is there an The Government will not provide parts.

13. What government furnished Support Equipment (SE) and tooling will be provided, if any? What SE and tooling must the contractor provide?

The Government will not be providing tooling or GSE. Per the FAA's part 145 repair station requirement, the service center contractor will be required to maintain necessary tooling to perform maintenance on aircraft and components listed on their repair station certificate.

14. Will the contract require any dedicated contractor Quality Assurance, Safety, or other ancillary personnel, and if so will they be required to be

The FAA requires that all part 145 repair stations maintain a quality control system so the offeror is required to have QC in place along with any other ancillary personnel to maintain their certificate.

No, SCA does not apply.

23. Per SOW, 4.0, where can we access Bureau policy and requirements for work in a secured hangar?

The requirements are that the aircraft has to be in a secure hangar with security systems in place. We need information on all personnel with access to the aircraft and no others should be on or near the aircraft at any time. Also, confirmation on hiring background checks on employees working on the aircraft

Only when notified that your services are requested to support an out of service aircraft which of course is unpredictable.

27. Is the Government looking for Stevens to provide you Labor categories with a fully burdened rates and markups for Labor, Subcontracts, Materials, and ODC?

No. For the labor categories for the T&M CLINs (for unscheduled maintenance only) the Government is looking for fully burden, composite labor rates only for the prime and subcontractor, if applicable, escalated from the base through the fourth option year. This will include all indirect rates (i.e. fringes, overheads, G&A, applicable

COM, and fee rates). The intent if for the government to negotiate labor hours only, materials, and other associated cost at the time a task order proposal is requested.28. 2. It is clearly impossible to predict what the T&M charges would encompass. Until the T&M issue, items that require maintenance outside of the Routine inspections, we would not know what type of labor, if we would need to travel, what materials are required, etc.

See above; only looking fully burden composite labor rates for the T&M CLIN. All other language in subparagraph 1 Pricing Detail pertains to pricing for the FFP CLINs (Schedule Maintenance) and other associated cost for T&M CLINs (Unscheduled Maintenance) exclusive of the labor rates. You shall list all labor categories with fully burdened, composite labor rates for labor only.

29. Your directions in the instructions to the offerors are misleading for the T&M section, can you please clarify? If so can you provide a format that would be acceptable to the Government that develops the T&M pricing that will go in the Cost/Pricing Schedule?

See above, Attachment 4 Instructions to Offerors, subparagraph (3) Pricing Detail: “The Offeror shall submit a detailed cost proposal, as specified in subparagraph 1. Pricing Detail, for establishing firm-fixed-price (FFP) and

(T&M) contract line item numbers (CLINs) in an editable electronic version compatible with the Microsoft Office

2007 Software Suite; preferably an Excel workbook with all proposed annual costs throughout the workbook linking to a cumulative, annual summary sheet of proposed costs for each proposed contract each year and each manufacturer’s aircraft; further linking to a cumulative summary for the total five-year performance period for each manufacturer’s aircraft. If an Offeror proposes to perform maintenance on both aircraft, it should break down the cost/pricing detail for each aircraft.”
