RE: Request for Proposal (RFP) No. DJF-18-2200-PR-0004859 Aircraft Maintenance and Upgrades Services

1. Combined Synopsis/Solicitation to All Interested Parties: This is a combined synopsis/solicitation for commercial Aircraft Maintenance and Upgrades Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

a. The Federal Bureau of Investigation (FBI) is issuing request for proposal (RFP) DJF-18- 2200-PR-0004859 Maintenances Services for Cessna and Gulfstream Aircraft. This solicitation utilizes policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13.5, Simplified Acquisition Procedures, as appropriate for this acquisition. See Attachment 2 Statement of Work (SOW).

b. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98, updated May 31, 2018.

c. RFP DJF-18-2200-PR-0004859 is issued on an unrestricted basis. The North American Industry Classification System code is 488190, Aircraft Maintenance and Repair Services (except factory conversion, factory overhaul, factory rebuilding) with a small business size standard of $32,500,000. Requirements under this solicitation will be awarded pursuant to Federal Acquisition Regulation (FAR) 13.5 and other specific requirements as outlined in this RFP with attachments.

The Government anticipates awarding multiple (a minimum of two), five-year (one-year base period and four one-year option periods) contracts. The contract type will be an indefinite-delivery-indefinite quantity (IDIQ) with a firm-fixed price (FFP) contract line item number

(CLIN) for Scheduled Maintenance and a time and material (T&M) CLIN for Unscheduled Maintenance. Offerors shall include a CAGE Code or DUNS number with their proposal.

2. Description of the Requirement:

a. The Contractor shall provide all supervision, labor, materials, parts, spare parts, incidentals, upgrades, and other services necessary to provide Federal Aviation Regulation certified scheduled and unscheduled maintenance to maintain the Cessna Citation Encore and/or the Gulfstream aircraft. The Government reserves the right to revise or add additional aircraft for maintenance services as required. The Contractor shall perform these services in accordance with the terms and conditions of the resultant contracts and all attachments thereto, all Federal Aviation Administration standards, and federal, state, and local laws. See paragraph 7 Attachments.

b. The combined ceiling of all task orders (TO) issued under the resultant IDIQ contract(s) will not exceed $7,000,000 during the five-year (a one-year base period and four one-year option periods) period of performance. The minimum guaranteed order under any resultant contract(s) is will be the final negotiated amount for the first TO $2,000.00. The Government is not required to purchase additional quantities after the initial guaranteed minimum.

3. Period of Performance/Ordering Period:

a. Period of Performance: The total period of performance and ordering period is five years (one-year base period and four one-year option periods) from the effective date of the resultant IDIQ contract(s).

b. The Contractor shall not make deliveries under the contract after 12 months from the expiration of the ordering period.

4. Commercial Clauses and Provisions:

a. FAR 52.212-1 Instructions to Offerors – Commercial Items (Jan 2017): This provision has been tailored to this procurement and is incorporated in full text in Attachment 3 Additional Clauses and Provisions. All terms and conditions of FAR 52.212-1 remain in effect in addition to any addendum provided via an attachment to this solicitation.

b. FAR 52.212-2 Evaluation – Commercial Items (Oct 2014): This provision has been tailored to this procurement and is incorporated in full text in Attachment 3 Clauses and Provisions.

c. FAR 52.212-3 Offeror Representations and Certifications—Commercial Items (Nov 2017) is incorporated by reference in Attachment 3 Clauses and Provisions: Each offeror shall ensure this provision is updated at www.sam.gov. Failure to obtain SAM registration may result in submissions not being considered for award. Additionally, Each Offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision and include the completed provision in the pricing volume of its proposal.

d. The Clause at FAR 52.212-4 Contract Terms and Conditions – Commercial Items (Jan 2017) is incorporated by reference in Attachment 3 Clauses and Provisions and has the same force and effect as if it were given in full text.

e. The Clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders — Commercial Items (Jan 2018) is incorporated in full text in Attachment 3 Clauses and Provisions. Additional clauses and provisions are found in the attachments.

5. Inquiries: All inquiries regarding this solicitation must be received in writing by 11:00 AM EST on Friday, July 13, 2018.

6. Responses: All responses to inquiries will be issued NLT 3:00 PM EST on Friday July 20, 2018.

7. Proposal Submission: All proposals must be received by the Contract Specialist and the Contracting Officer no later than 1:00 PM EST on Wednesday Tuesday, August 1 7, 2018 via the following email addresses:
