About this file

This document is a Request for Proposal (RFP) from the State of Oregon, acting through the Department of Environmental Quality, for on-call Diversity, Equity, and Inclusion (DEI) services in three categories: consultation, facilitation, and training. The RFP is open to proposals for any or all of these service categories. The procurement involves multiple jurisdictions, including Multnomah County and the City of Portland. Proposers must be certified as a minority-owned, woman-owned, service-disabled veteran-owned, or emerging small business, and must demonstrate outreach efforts to such certified firms for any subcontracting opportunities. Proposers must also be willing to report the identity and value of any subcontractors to the Oregon Certification Office for Business Inclusion and Diversity if awarded a contract.

The RFP does not provide details on pricing terms, funding sources, or incumbent contractors. It also does not specify the contract term or any renewal options. The information submitted in response to the OMWESB outreach requirements will not be scored as part of the evaluation.
