About this file

This is an addendum to Request for Proposals 2021-35 issued by the Oregon Department of Environmental Quality for on-call Diversity, Equity, and Inclusion services. The RFP solicits proposals for three distinct service categories: consultation, facilitation, and training services to support the Agency's Executive Leadership Team, managers, and staff. Proposers may submit bids for one or all three categories. The pre-proposal conference was held on June 14, 2021, with a deadline for questions and clarifications set for June 25, 2021. Proposals are due July 12, 2021 at 12:00 PM PT. The Agency anticipates issuing a notice of intent to award by August 6, 2021. The contract will be structured as a price agreement with an initial two-year term and potential renewals extending the total contract period to five years, with a total not-to-exceed value of $500,000.

Proposers must demonstrate a minimum of three years of experience in their proposed service category and provide average hourly rates for key personnel. The evaluation methodology weights organizational assessment and strategic plan elements at 40% each, with coaching and general consulting weighted at 20%. The RFP encourages proposals from minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers must demonstrate outreach efforts to certified firms for potential subcontracting opportunities and agree to report the identity and value of any subcontractors to the Oregon Certification Office for Business Inclusion and Diversity if awarded. Work will be performed on an as-needed basis during normal business hours with hybrid delivery options including both virtual and in-person components. Out-of-state proposers will not receive a price preference. The Agency has approximately 725 employees, and proposers should be prepared to potentially develop additional training modules as required.
