About this file
This document is an Attachment to a Request for Proposals (RFP) issued by the State of Oregon to establish Master Services Agreements (MSAs) for City Pair Airfare Fixed Rates for Y-Class and Capacity Controlled fares for all published coach airline fares. The RFP is for use by the State of Oregon and ORCPP members, which includes jurisdictions such as Marion County and the City of Salem. The RFP requires proposers to describe their Certified Disadvantaged Business Outreach Plan, including whether the proposer is a certified firm, a list of certified firms the proposer has worked with, and the steps the proposer will take to solicit certified firms for subcontracting opportunities if awarded a contract. Proposers must also indicate if they foresee any subcontracting opportunities and be willing to report the identity of each subcontractor and the value of each subcontract to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded a contract.
The RFP does not include specific pricing terms, set-asides, or funding information. However, it emphasizes the importance of providing equal opportunity for certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses to participate in the performance of any resulting subcontracts.
