About this file
This is a Reference Check document prepared for the Oregon Department of Fish and Wildlife in connection with a Request for Proposals (RFP) for helicopter flight services across the Pendleton, Grant, Heppner, and Prineville wildlife districts. The document establishes the reference check procedure and requirements that will be used to evaluate contractor qualifications during the procurement process for the John Day Watershed helicopter survey and management operations. The reference check form requests information about contractor performance, reliability, safety record, and experience with similar helicopter operations and wildlife management services. Bidders are required to provide references from previous clients or government agencies that can attest to their ability to deliver up to two helicopters with experienced pilots, fuel truck support, and capture crew services for approximately 570 hours of flights over the 2026-2028 contract period.
The reference check document serves as a due diligence tool to verify contractor capabilities and past performance before award of the contract. References must demonstrate the proposer's experience operating helicopters for wildlife survey and management purposes, ability to maintain equipment and personnel safety standards, and capacity to meet the demanding operational requirements in the specified Oregon wildlife districts. The document ensures that selected contractors have a documented history of successful performance on comparable projects and can reliably deliver the specialized aerial support services required for wildlife monitoring and management operations over the two-year contract term.
