2.3.1 Agency Overview and Background

The Agency’s mission is to protect and enhance Oregon's fish, wildlife, and their habitats for use and enjoyment by present and future generations. Proposals are being requested by the Agency’s Wildlife Division. The Wildlife Division consists of two main programs – Diversity Program and Game Program.

• The Diversity Program is responsible for statewide species surveys, conservation and management of sensitive, threatened, and endangered species, marine mammal health, and implementation of the State Wildlife Action Plan

• The Game Program is responsible for inventories of game species, game management, hunter surveys, harvest regulations, investigation of wildlife diseases, wildlife damage prevention and response, and predator control.

This proposal request is under the Game Program with the goal of supporting the Agency mission by conducting big game survey operations, wildlife research, disease surveillance, other wildlife species census, related wildlife actions, and habitat condition inventories.

2.3.2 Project Overview and Background

Rocky Mountain elk, mule/white-tailed deer, bighorn sheep, Rocky Mountain goat and pronghorn are the primary big game species in Eastern Oregon. These species have high social, economic, aesthetic and hunting values and play important roles in the economies of rural communities. Periodic abundance estimates and annual post hunting season/post winter sex ratios and young to adult ratios are critical to Agency objectives to achieve healthy big game populations and recreational opportunity.

2.4 SCOPE OF WORK/SPECIFICATIONS

The Successful Proposer will provide up to two (2) Helicopters, experienced Pilot(s), and support services including a fuel truck with licensed driver in order to survey big game species, in Eastern Oregon. The Agency may require two (2) ships to fly simultaneously in some survey locations.

Both ships must be able to transport a minimum of three (3) Agency Personnel as flight passengers. The Proposer will conduct approximately 530 hours of helicopter flights every two

(2) years for big game census operations for deer, elk, pronghorn, mountain goat, and bighorn sheep. Approximate annual census flight periods will be from November 15 - March 31. Fall flights will generally occur in November and December, and spring flights in February and March. Actual dates will depend on weather and winter conditions. Flights will be throughout wildlife management units in Eastern Oregon with four primary base locations: Heppner, John Day, Pendleton and Prineville, but may also occur in other areas in Eastern Oregon. An additional 40 hours of flight time may be needed for wildlife management activities including, but not limited to, disease surveillance, damage activities, wildlife research, limited wildlife capture operations, and animal census may occur during other times of the contract period.

TASKS:

Successful Proposer will:

a. Provide up to two (2) helicopters, experienced pilot(s), fuel/service truck(s) and driver(s) to support simultaneous missions.

c. Conduct approximately 530 hours of big game surveys in established survey areas. Surveys are typically conducted for approximately 7-9 flight hours per day, weather permitting. A fuel truck may be necessary for each day of flying. The fuel truck will meet approximately 3 times a day, or as needed, in base locations for re-fueling. Individual flights will be 2.5 hours or more each. Weather conditions may interfere with the flights.

d. Conduct an additional 40 flight hours for wildlife management activities including, but not limited to, disease surveillance, damage activities, wildlife research and animal census may be requested of the Contractor during other times within the contract period.

e. Provide GPS tracking and geospatial software that will be employed to ensure the flight path remains within the sampled sub-units and to ensure complete coverage of each sub-unit. The search for game animals will occur in select areas over forested lands, open prairie, agricultural lands, private timber, and large canyons from 500 feet to approximately 10,000 feet elevation. The Successful Proposer’s Pilot will need to keep track of flying transects, circling, and hovering over any observed animals

f. Provide mechanic services, given reasonable accommodations, to perform any necessary aircraft maintenance during the contract period.

g. Meet with the designated Agency biologist and be ready to fly at sunrise each morning.

h. Helicopters will have working radios able to communicate with everyone in the helicopter as well as Agency personnel on the ground.

i. Provide the ability to support on-board tablet devices with ship supplied power and mounting options for project needs. Agency will provide tablets (iPads).

j. The Proposers’s pilots will determine all conditions regarding safety prior to and during the flight. Advise Agency if conditions are unsafe and either forgo the particular flight or return to base or any other site deemed appropriate for safety reasons.

AGENCY will:

a. Provide up to three (3) Agency biologists as flight passengers, observers and survey equipment.

b. Provide dates and times of flights.

c. Provide maps and/or data files of areas to be surveyed.
