RFP-ACT-SACT-16-46 PROOF OF CONCEPT FOR DIGITAL GAMES

QUESTION & ANSWERS #2

QUESTION RESPONSE

Q1. The Sealed Bid Price Proposal says

"Companies are encouraged to outline price proposals to reflect the requested payment schedule. PP MUST contain a total cost of all elements." Can you please clarify what this means? It is a request for a detailed budget?

The RFP does not explicitly call for a budget nor is there room on the Sealed Bid Price

Proposal Page.

A1. A detailed budget is not necessary. We are seeking a price per deliverable; if contractor wishes to be paid prior to the final deliverable in December, the technical proposals should identify key milestones at which HQ SACT could assess the work completed. The PP should then indicate a price per milestone or interim deliverable.

Q2. Is it recommended/ required that a detailed budget be included? Or is it sufficient to simply include the bid amount necessary to perform all work under the RFP?

A2. HQ SACT is seeking a price proposal with a bid for each deliverable only. It is not necessary to submit a detailed budget.

Q3. Is there a page limit for the proposal? Is it the total of the maximum page ranges listed on Annex A Statement of Requirement?

A3. The technical proposal should be no more than 10 pages; this does not include a title page, administrative or company information, past performance or CV’s.

Q4. Enclosure 4: For bids which are fully compliant with no deviation, is it recommended to leave this section blank or list NA or list that the bid is fully compliant?

A4. Please list n/a and sign

Q5. What is to be listed on the line "company bid reference"? Is this a reference number? Or

A5. Include the contract number or solicitation number (i.e. RFP-ACT-SACT-16-46) that pertained to the contract you are submitting as past performance.

Q6. Enclosure 5: For Past Performance Data, are you seeking a single project? Can we submit multiple projects? If yes, would we submit multiple versions of Enclosure 5?

A6. A single project similar in scope to this project is preferred; however if a company has many successful projects that can demonstrate its capacity to fulfil the contract, it will be considered. You would submit multiple versions of Enclosure 5.

Q7. Is it considered responsive to submit Past

Performance data on projects currently in process and not completely finished?

A7. It depends on the duration of the project; if the project has been on-going for 6 months or longer, it will be considered.

Q8. Past Performance Information Form: It says "Indicate Whether Reference Acted as

Prime or Sub-contractor" What if the reference is the source of the contract to our company? Would we list them as "Prime"?

Can we simply say that the Reference "acted as contract issuer"?

A8. (Prime/Sub-Contractor) delineation is applicable to your role; therefore if you held the contract and performed the work, you would be the Prime. If you performed the work but another company actually held the contract, you would be a sub.

Q9. Do we craft our own "Quality control measures"?

Q10. Per the Watermark, what is meant by

Q 1 and 2: The intent of the watermark and disclaimer is to place commercial suppliers such as Amazon and other information retailers from acquiring electronic copies of the book and republishing them for profit. This has been an ongoing issue with certain information retailers. NATO retains all intellectual reproduced or sold for commercial purposes?

2) Can reference (a) be reproduced and distributed for “other than” commercial purposes, i.e., not for sale, educational purposes, etc.?

Q3: No. If an actor or vendor intends to reproduce and distribute the NATO Legal Deskbook for non-commercial (i.e. educational) purposes, he or she must obtain specific, case-by-case permission from the

Office of the Legal Advisor, Headquarters Supreme Allied Commander Transformation (HQ SACT), 7857 Blandy Road, Norfolk, Virginia 23551 by submitting a written request outlining the proposed republication.

Q4: The “contributors” are the individual authors who have voluntarily collaborated with NATO for the purpose of writing or revising NATO Legal Deskbook chapters. NATO, however, retains the rights on behalf of the contributors, and an individual contributor may not authorize republication of a section of the Deskbook absent NATO’s (HQ SACT’s) consent.

Q5: Yes, except the word “separately” is incorrect. If you omit “and separately” the statement reads correctly. See answer to Q4 for elaboration.

Q11. What is NATO’s learning management system (LMS) and version, and does it support mobile?

A11. NATO use the open source LMS Illias http://www.ilias.de/docu/ilias.php?baseClass=ilrepositorygui&reloadpublic=1&cmd=frameset&ref_id=1

The RFP doesn’t mention attachments. Will NATO accept a CD attachment of a game demo and if so, how many copies of the CD should we provide?

A12. Yes. Five copies please.

Q14. It is stated that normal play is expected to be 30 minutes. Does this mean that a user would play the game for 30 minutes at a time, that the user only needs 30 minutes to complete the game, that the 10-20% of the completed game should take 30 minutes, or something else?

A14. One strand/TP should take about 30 minutes. If it takes longer that is ok but it should have a convenient break point at 30 minutes.
