About this file

This is a Cost Proposal attachment for Request for Proposals 27007086 submitted to the University of Rhode Island Facilities Operations Department through the State of Rhode Island Division of Purchases for a Computerized Maintenance Management System (CMMS). The RFP seeks proposals for a single-vendor solution encompassing software, implementation services, training, and technical support designed to maximize operational efficiency, simplify asset inventorying, and support scheduling of preventative and annual maintenance across URI's campus. Vendor questions were due November 6, 2026 at 2:00 p.m. EST, with completed proposals due November 25, 2026 at 9:00 a.m. EST through the Ocean State Procures electronic submission system. The initial contract term is three years beginning at implementation, with options for up to three additional three-year renewals contingent upon vendor performance and fund availability.

Pricing must be firm and fixed, delivered Free On Board Destination, with payment terms to be specified by the vendor. All invoices are subject to a 0.33% contract administrative fee withholding effective January 1, 2026. The State will evaluate proposals based on technical merit, cost, and proposed Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Disability Business Enterprise (ISBE) participation rates, with vendors required to meet their stated participation commitments throughout the contract term including on change orders. Required insurance includes general liability of $1 million per occurrence, workers' compensation of $100,000, automobile liability of $1 million, professional liability and errors and omissions of $2 million per occurrence and annual aggregate, technology errors and omissions of $1 million per occurrence and $2 million annual aggregate, and information technology cyber/privacy coverage of $1 million per occurrence and $2 million annual aggregate. The contract is subject to appropriated funds and may be extended beyond the initial fiscal year at the State's discretion.
