Summary of RFP27007086 Attachment 2: Capability, Capacity, and Qualifications
This is a capability, capacity, and qualifications form for vendor submissions to the University of Rhode Island's Computerized Maintenance Management System (CMMS) procurement through the State of Rhode Island Division of Purchases. Vendors must complete company information including business name, years in operation, number of employees, and client descriptions. The RFP requires submission of vendor questions by November 6, 2026 at 2:00 p.m. EST and proposals by November 25, 2026 at 9:00 a.m. EST, with electronic submission through the Ocean State Procures system. The initial contract term is three years beginning at implementation, with up to three additional three-year renewal options based on vendor performance and fund availability.
Vendors must demonstrate extensive CMMS implementation experience and provide minimum three client references with complete contact information, implementation dates, and contract values. Critically, at least one reference must demonstrate integrated implementation between the proposed CMMS product and Workday, reflecting the anticipated Phase 2 integration requirement. Vendors must detail warranties provided, required infrastructure and hardware, hosting recommendations, and integration capabilities with other applications, including specific experience with Workday integration strategies. Required insurance includes general liability ($1 million per occurrence), professional liability and errors and omissions ($2 million per occurrence and annual aggregate), technology errors and omissions ($1 million per occurrence and $2 million annual aggregate), and IT cyber/privacy coverage ($1 million per occurrence and $2 million annual aggregate). Pricing must be firm and fixed with Free On Board Destination delivery terms, and a 0.33% state contract administrative fee will be withheld from all invoices effective January 1, 2026. The State will evaluate proposals based on technical merit, cost, and proposed ISBE (minority/women/disability business enterprise) participation rates, which vendors must maintain throughout the contract term.
