About this file

This is a Bid Sheet (Exhibit D) for RFP27-014 issued by the Washington State Military Department (WMD) for Low Earth Orbit (LEO) satellite internet data service and associated hardware to support the Washington State Emergency Management Division's All-Hazard Alert Broadcast (AHAB) siren network, State Emergency Operations Center (SEOC) field operations, continuity communications, and other satellite connectivity needs during the contract term.

The bid sheet contains two cost tables that bidders must complete and return to the Procurement Coordinator at contracts.office@mil.wa.gov. The One-Time Cost Table requires bidders to itemize all non-recurring expenses associated with the proposed solution, including terminals, accessories, mounts, account setup fees, and re-activation fees, with bidders permitted to add rows as needed. The Recurring Costs Table requires bidders to list all ongoing charges such as monthly hosting fees, data tiers, connection fees, and maintenance costs, with an associated annual percentage increase forecast for each line item. The maximum allowable annual percentage increase for recurring costs is capped at 3 percent. Bidders may add lines to the recurring costs table as necessary to fully capture their pricing structure.
