1.0 INTRODUCTION & SCOPE
The United States (US) Department of Energy (DOE)’s Princeton Plasma Physics Laboratory (PPPL) requires the service of a Hazardous Waste Subcontractor for the management, transportation, and disposal of hazardous waste at RCRA-permitted treatment, storage, and disposal facilities (TSDFs). Waste materials are to be transported and disposed of at PPPL pre-approved TSDFs on an as-needed basis. The number of transportation units, and quantities of waste transported and disposed will vary depending upon the needs of PPPL. PPPL may require the services of the Hazardous Waste Subcontractor to perform emergency and routine spill cleanup, vacuum truck clean-out services, sampling of wastes, and other duties as required by PPPL. In addition, the Hazardous Waste Subcontractor may be called upon in the future to perform all waste management activities on site to include collection, intra-site transportation, characterization, storage, packaging, and arrange for transportation and disposal of hazardous waste. On site work activities will also vary depending upon the needs of PPPL.
Transportation services are to be provided by the Department of Energy’s Motor Carrier Evaluation Program (MCEP) approved and DOT registered carriers only. Only TSDFs approved in writing by the Princeton Technical Representative are to be used for waste disposal. All Subcontractor personnel must document completion of the required training outlined in 29 CFR 1910.120 (OSHA’s HAZWOPER standard) and 40 CFR 260.10 (EPA’s RCRA training).
The purpose of this Statement of Work is to delineate the general requirements for hazardous waste transportation and disposal services supplied by the Subcontractor for the purpose of transporting and disposing of hazardous waste/or hazardous materials generated at PPPL. This Statement of Work also delineates the general requirements for optional emergency and routine waste services, and complete hazardous waste management services should PPPL need these services in the future.
Waste is to be transported from PPPL to any/all pre-approved TSDFs. All equipment and services rendered by the Subcontractor shall be in accordance with DOE, the US Environmental Protection Agency (EPA), the US Department of Transportation (DOT), the New Jersey Department of Environmental Protection (NJDEP), state(s) of hazardous waste/hazardous materials treatment or disposal, TSDF requirements, and any and all other applicable regulations governing the management, transportation, and disposal of hazardous waste and hazardous materials.
PPPL is committed to conducting work efficiently and in a manner that ensures protection of workers, the public and the environment. As a contractor to the DOE, PPPL adheres to the principles and objectives of the DOE’s Integrated Safety Management System that is designed to achieve an acceptable level of safety throughout Departmental operations. Any and all Subcontractors to PPPL are expected to familiarize themselves with and adhere to the spirit and intent of the Integrated Safety Management System. Subcontractors shall systematically integrate safety into management and work practices at all levels so that projects are accomplished while protecting the worker, the public, and the environment.
