B. Questions asked and answered session period.

1. Statement of Work Audit Closeout Services, Subcontractor 4.2.1 (p. 5 of 12): The solicitation states that “Annually, the Subcontractor shall certify that staff assigned to each audit shall meet staff qualifications and continuing professional education requirements prescribed by Generally Accepted Government Auditing Standards (GAGAS) and the IPPF. Additionally, if requested by the PTR or their designee, the Subcontractor shall provide documentation to support each certification.”

Would PPPL please clarify how the vendor should plan to support compliance with the GAGAS and IPPF qualification and education requirements?

Documentation of Compliance: In accordance with the solicitation's request, the vendor should plan to provide documentation supporting the staff qualifications and CPE requirements, if requested by the PTR or their designee. This could include copies of certifications, transcripts from CPE courses, or other documentation that validates compliance with GAGAS and IPPF standards.

2. Statement of Work Audit Closeout Services, Reports 5.1.1 (p. 7 of 12): The section notes that “The Subcontractor shall produce a report expressing an opinion (when GAGAS applies).”

Would PPPL please confirm whether it anticipates all three audit types defined under the services will require an opinion and a report?

PPPL confirms that the requirement for an opinion and report varies depending on the type of audit:

TO: RFP24-054

SUBJECT:Amendment No. 1 Page 2

• Pre-Award Audits: For pre-award audits, the subcontractor is expected to produce a report that includes findings.

The report should document the relevant findings related to the contractor's financial systems or pricing proposal but does not need to express a formal opinion.

• Interim Audits: For interim audits, the subcontractor should produce a report that includes both findings and recommendations. These reports should address the progress of the contract or project, but no formal opinion is required at this stage.

• Forward Pricing Audits: For forward pricing audits, an opinion is required. The subcontractor should provide a formal audit opinion as part of the report, in accordance with GAGAS, on the contractor’s pricing proposals for future contracts.

• Closeout Audits: Similarly, for closeout audits, an opinion is required. The subcontractor must provide an opinion on the final costs, compliance, and any unresolved issues related to the contract, as per GAGAS.

All Documents from the Offeror are required to be in English.
