SECTION 3 – MINIMUM REQUIREMENTS: DESIGN CRITERIA

3.1 Project Discussion

This project shall be designed and constructed in general conformance with the design criteria outlined in this section. Exceptions to these criteria may be granted by the City only upon written approval by the City’s Project Manager.

The Design-Build Firm shall furnish all labor, equipment, and materials to provide and install eight

(8) new secondary clarifier mechanisms at the Iron Bridge Regional Water Reclamation Facility. The Design-Build Firm will evaluate and recommend manufacturers for replacement clarifier mechanisms and motor controls, provide sufficient design plans and specifications for the removal and replacement of the existing clarifier mechanisms and install the selected new clarifier mechanisms (the “Work”). The new clarifier mechanisms will include full-surface scum collection and Los Angeles Energy Dissipating Inlets (LA-EDI) systems. The Design-Build firm shall construct a complete and operable clarifier mechanism system complying with the requirements of applicable Federal, State, County, and City codes, laws, ordinances, regulations, and standards. Where these rules overlap or conflict between the same requirements, the requirement which is most stringent shall govern. Any facilities, fixtures, or installation required to provide such a facility that meets these codes and standards shall be a part of these requirements, regardless of whether they are specifically outlined in these criteria.

Project Phasing and General Requirements Phase 1 of this Project is the Preconstruction/Design Phase. The selected Design-Build firm shall develop the design in close collaboration with the City, generally following the criteria and programming outlined herein. The Design-Build firm shall hold a kick-off meeting with the City’s stakeholder team to further develop the design intent and scope of the clarifier mechanism replacement. Following the kick-off meeting, the Design-Build Firm shall schedule regular meetings with the City team to obtain input during design development. Early deliverables for review by the City, include a preliminary schedule and a preliminary Guaranteed Maximum Price (“GMP”) estimate. These items shall be combined in a Preliminary Design Report (30% submittal) which shall outline all of the project parameters, provide a review of acceptable manufacturers, recommend the preferred replacement mechanism and describe the proposed clarifier mechanism replacement plan.

The Preliminary Design Report shall be submitted to the City for review and comment. The Preliminary Design Report requirements are further described in Section 3.3 below.

The Design-Build firm shall proceed with design development based on input received from the City on the Preliminary Design Report. The Design-Build firm will continue to hold regular meetings with the City team for ongoing coordination and development of the design elements. Because of the limited nature of the work, the Design-Build firm can proceed to 90% design development after City approval of the preliminary design recommendations. The plans and specifications should be sufficient for the Design-Builder to obtain any required permits and bid out some or all of the Work, but do not need to be developed to the same level as a project intended for public bidding. At the 90% design point, the Design-Build firm will submit plans and specifications, a current GMP estimate, and the schedule for final design and construction phasing for review and approval by the City. Once the Project Manager has accepted and approved the 90% deliverables, the Design-Build firm will complete production of the final construction documents. Comments provided at the conclusion of the 90% review will be incorporated into the construction documents, unless otherwise agreed to by the Project Manager. The technical specifications for the project shall conform to the format of the Construction Specification Institute (Divisions 0 through 16). The General Conditions (Section

Procurement and Contracts Division Page: 7

00700) and the General Contract Documents (Division 1 specifications) for the project will be provided to the Design-Build firm by the City.

When the Design-Build firm’s drawings and specifications are substantially completed, the Design- Build firm shall develop the final GMP and construction schedule. The Design-Build firm will use an “open book” method to develop the final GMP, including competitive bids solicited from qualified subcontractors and vendors. The Design-Builder may choose to develop the GMP at an earlier point in the design development, but does so at their sole risk.

If the GMP and construction schedule are found to be acceptable, City Staff will seek authorization from the City Council for the GMP and to execute a construction phase (Phase II) contract with the selected Design-Build firm. The City reserves the right to reject the GMP and may determine, in its sole discretion, that it is not in the public interest to continue with Phase I or to move forward to Phase II of the Project. In the event of a rejection, the City will only be liable for reimbursing the Design-Build firm for costs incurred to date.

The GMP that is agreed upon by the Design-Build firm and the City at the conclusion of Phase I will serve as the basis for Phase II, the permitting and construction of the clarifier mechanism replacements. As part of the GMP, the Design-Build Firm shall obtain and pay for all necessary permits required by state and local agencies for the construction of the work, which will include such things as building permits. Building permits shall be obtained through the City of Orlando.

Studies, investigations, designs and calculations shall be performed by responsible, licensed professionals who shall design a complete facility that meets the operational needs and expectations of the City. The responsible design professionals of the successful Design-Build Firm will be required to certify, sign, and seal their respective drawings and specifications in compliance with Florida Statutes. These design professionals must review and approve shop drawings and equipment submittals during the construction phase of the project.

At the completion of the Work, a final as-built package of plan drawings, specifications, shop drawings and equipment operation and maintenance manuals shall be certified and furnished to the City. This information shall be provided in hard copy and electronic form in a format approved by the City.

Schedule The schedule for the design, permitting, and construction of the clarifier mechanism replacement shall not exceed 730 days. Notice to Proceed will be issued by the City’s Project Manager to the Design-Build Firm upon execution of the Phase I contract.

Liquidated Damages shall be set at $2,500.00/day.

Project Budget The total budget for the Design/Build project is $8,000,000. The City’s funds budgeted for the development of the project includes the design, permitting and construction budgets, and all other fees and costs necessary to develop the project and turn the completed facility over to the City ready for use. The Design/Build Firm shall demonstrate in their Proposal their willingness and ability to negotiate a price that is less than the budget and meets the design criteria set forth in this Request for Proposals.

• Iron Bridge Regional Water Reclamation Facility Bardenpho Improvements, Boyle (2008)

The referenced CPH Technical Memo indicates that mechanism replacement and upgrades are required for the existing eight (8) secondary clarifiers. The scope of work for each clarifier shall include removal and disposal of the existing clarifier mechanisms and motor controls (recycling of metal components with the check being provided to the City), installation of the new clarifier mechanism and motor controls selected during the Phase I design process, which shall include full-surface collection systems, Los Angeles Energy Dissipating Inlets (LA-EDI) system along with two

(2) full radius skimmers and full-surface scum collection systems, 100’ diameter spiral blade mechanism, center column with access hatch, influent feed-well, and Stamford baffles (if selected as part of the design).

The DB Firm shall be responsible for phasing the construction of the Work such that the IBRWRF processes remain fully operational and produce effluent that complies with the conditions set forth in the facility permits during the work on the Project. The clarifiers will only be taken offline for construction during the months of November through May. The IBWRF Plant Manager must approve the actual start and end dates due to varying flow conditions. No more than two (2) clarifiers may be offline simultaneously during the construction phase, which shall be closely coordinated with the Plant Manager.

Design-build services shall include, but not be limited to, project coordination, site planning, preliminary engineering, and 30% documents, 90%, and 100% plans and specification submittals, permitting, GMP estimates for each submittal, value engineering, scheduling, demolition, construction, including all required materials, equipment and facility start-up, mechanism system testing, operations and maintenance (“O&M”) manual preparation, training, certifications of completion of construction, and contract close-out.

3.2 Project Overview

The IBRWRF, located at 601 Iron Bridge Circle, Oviedo, FL, serves the downtown and northeast quadrant of the City of Orlando, the southeast section of unincorporated Seminole County, the City

Procurement and Contracts Division Page: 9 of Maitland, City of Winter Park, and City of Casselberry. The facility is an advanced wastewater treatment facility utilizing the high-rate 5-stage Bardenpho® process consisting of four trains operating in parallel. The treatment capacity for all four trains was re-rated in 2001 from the original design capacity of 6 MGD to 10 MGD per train; therefore, making the current permitted capacity of the facility 40 MGD on an AADF basis.

A map showing the IBRWRF site with a general description of the existing facilities is shown in Figure 2. A process flow diagram for the existing treatment facilities is shown in Figure 3.

The intent of this Project is to remove and replace the existing clarifier mechanisms and motor controls and recycle the components removed. The DB firm shall evaluate the best options for replacement with mechanisms from reputable major manufacturers and recommend the most effective selection. .

3.3 Project Program and Design Criteria

The following provides a general description of the existing facilities and anticipated improvements for the Project. The City encourages reuse of the existing aluminum walkways, if possible, but will also consider other alternatives. To the City’s knowledge, the clarifier tanks are structurally sound.

The DB Firm should inspect each tank and make recommendations on any repairs needed such as floor resurfacing, rehabilitation of the weirs, wall resealing and corrosion coating. The design criteria provided below are the minimum anticipated requirements to be used by the DB Firm for the Project.

Alternative design concepts shall meet or exceed the intent of the design criteria provided in this section.

The DB Firm shall conduct an alternatives analysis during Preliminary Design to identify and evaluate the equipment and materials required to implement the Project. The Preliminary Design alternative analysis shall include alternative manufacturers to meet the Treatment Requirements specified in this Section, but the City may, in its sole discretion, chose to implement some or all the recommended improvements with this Project. The Preliminary Design Report will outline the parameters of the Project, describe in detail the design features, and consist of technical memoranda for each discipline, preliminary equipment data sheets, preliminary instrumentation diagrams, general arrangement layout drawings, hydraulic profile, complete engineering process and equipment lists, and other information as may be required to obtain the building permit. Also required will be a preliminary maintenance of operations plan to ensure continued proper operation of the treatment facility and its ability to meet permit requirements. To prepare this report, the DB Firm will need to collaborate with a team of individuals (typically City staff) that represent the specific interests of the City of Orlando, who will provide information toward the development of the design. The analysis shall also include identification of permitting requirements, coordination with other City Departments and permitting agencies, constructability review, preliminary cost estimates, and recommended construction sequencing. The City will review the Preliminary Design Report and select the City’s preferred improvements for implementation.

In its final form, the Preliminary Design Report should contain a preliminary schedule and GMP cost estimate, the design and operational requirements of the Improvements, and sequence for design and construction. Once the Project Manager has accepted and approved the Preliminary Design Report and GMP estimate, the DB Firm will begin the production of the detailed construction documents.

The technical specifications for the project shall conform to the format of the Construction Specification Institute (Divisions 0 through 16). The General Conditions and the General Contract Documents will be provided by the City of Orlando. The latest Building, Existing Building, Accessibility, Mechanical, Electrical, Plumbing and Energy Code sections will all apply to this

Project. A thorough review of the codes shall be conducted by the DB Firm to determine impacts on the design, if any.

Regulatory Requirements Modification to the IBRWRF must meet the EPA’s and the Florida Department of Environmental Protection (“FDEP”) regulations for wastewater treatment and effluent disposal. The FDEP is the agency that has the regulatory authority for wastewater treatment and disposal in the State of Florida.

FDEP ensures that wastewater treatment facilities that are currently disposing of treated wastewater on public access disposal sites meet Class I reliability requirements of the EPA.

The primary FDEP rules that are applicable to the Improvements include Chapters 62-600 and 62- 620, F.A.C. The following offers a summary of these applicable rules and regulations.

• Chapter 62-600, Domestic Wastewater Facilities, F.A.C. - specifically governs the permitting and design of domestic wastewater treatment facilities. Included in Chapter 62-600, F.A.C., are the treatment requirements for varying degrees of effluent disposal (e.g., non-public access, public access, etc.). In summary, the purpose of 62-600, F.A.C. is to provide minimum design standards for wastewater treatment and disinfection. Where appropriate, the chapter shall be used in conjunction with other FDEP rules relating to the design, operation and maintenance (O&M) of domestic wastewater treatment facilities.

• Chapter 62-620, Water Facility Permitting, F.A.C. - establishes the administrative procedures and standards for applying, obtaining, maintaining, modifying, and transferring wastewater facility permits. In addition, this chapter defines the criteria for suspension or revocation of an existing wastewater permit. The permitting process for the IBRWRF Project will be conducted in accordance with the procedures set forth in this chapter.

The DB firm shall comply with all federal, state, and local regulatory requirements.

Proposed Modifications The DB Firm shall evaluate major vendors of clarifier mechanisms and provide the City with the best option for an installation that produces the best scenario for settling of biosolids and scum removal. It is the City’s preferred option to reuse the existing walkways and rehabilitate any walkway defects discovered. The DB Firm shall recommend any new corrosion resistant linings and coatings provided to extend the life of the structure. The CPH Technical Memo listed three (3) major manufacturers of clarifier mechanisms with various materials and coatings; the DB Firm may offer other reputable manufacturers in addition to these three. The City’s preference is to install LAEDI, Spiral Rake arms with squeegees, full scum collection troughs, and, if warranted, Stamford baffles. The existing motor controls are obsolete, beyond their useful life, and shall be replaced per the Water Reclamation Division's standard specifications. Programmable Logic Controller (PLC) Panel, Instrumentation, and sensors should be evaluated for age, obsolescence, and potential reuse. The DB Firm shall reuse and connect to existing electrical connections and control panels as deemed feasible.

DB Firm shall remove existing obsolete and unused equipment and recycle the materials to help offset costs. A maximum of two (2) clarifiers may be taken offline simultaneously at any given time. This shall be closely coordinated with, and requires the approval of, the Plant Manager, and will be dependent on flow and operational conditions at the plant. The clarifiers will only be taken offline for construction during the months of November through May. The IBWRF Plant Manager must approve the actual start and end dates. DB Firm shall notify the City in writing thirty (30) days prior to needing to access the clarifiers and allow for a minimum of 30 days between bringing the first clarifier(s) back online and removing the next clarifier(s) from service for the process to stabilize. After inspecting each clarifier, Procurement and Contracts Division Page: 12

DB Firm shall recommend any other repairs that are critical to the function and longevity of the clarifier.

The DB Firm may be required to split the mechanism replacement into separate years depending on flow and operational circumstances.

All equipment utilized for the mechanism shall be furnished by a single manufacturer that regularly engages in the production of this type of equipment and is fully experienced, reputable, and qualified in the manufacture of the equipment to be furnished.

The equipment furnished for each clarifier mechanism shall include, but not limited to, the following:

• Center assembly with drive unit.

• Walkway with aluminum grating and handrail (repair/reuse).

• Overload protection system.

• Center Columns with access hatch and inlet openings.

• Flocculation feed-well with Los Angeles Energy Dissipating Inlet (LAEDI)

• Two (2) full radius scum skimmers with full radius scum trough and support.

• Center cage.

• Weir and baffles.

• Stamford density current baffles (if deemed necessary).

• Wiring to existing control panel.

• Installation and wiring of sludge blanket sensor.

• Feed-well and scum trough spray systems.

• New UL508A local control panel.

• New UL508A motor control panel(s)

The clarifier units shall include mechanisms and scum removal systems designed for extra heavy-duty service. Each mechanism shall be complete in all respects and ready for installation in the basin by the DB Firm. Included with the equipment shall be all materials and piping within the basins necessary for a complete installation.

The DB Firm will review the current RAS collection system at the bottom of the clarifier for possible reconfiguration. The current RAS collection system, as shown on Figure 5, partially obstructs the influent line to the clarifier. It is the City's desire the remove this obstruction and reconfigure the RAS collection system to be outside the center column influent line if feasible. The DB Firm shall explore options for reconfiguring the RAS collection system and include recommendations for such in the Preliminary Design Report.

The DB Firm shall be responsible for coordinating all activities to match the new clarifier equipment to the existing clarifier concrete structure for a complete installation. Activities requiring extensive coordination include, but not limited to, shop drawing submittals, fabrication, and installation of the clarifier equipment. DB Firm shall field verify existing tank dimensions, existing equipment configurations, and connection points. Fabrication of the clarifier equipment shall not commence until

Procurement and Contracts Division Page: 13 all key dimensions, equipment, pipe locations, and any other inter-dependent items are approved by the City and any conflicts or ambiguities are resolved. It shall remain the DB Firm’s sole responsibility to resolve any errors or conflicts arising during construction due to improper coordination between the existing structure and clarifier equipment manufacturer and installer.

Operational Requirements

The DB Firm shall evaluate how the Improvements will integrate into plant operations. At the completion of construction, the DB Firm shall perform a 30-day start up and operation test of the clarifier mechanisms installed and any modifications to the existing processes. Based on the time restrictions for taking clarifiers offline, it may be necessary for the DB Firm to demolish, install and test four (4) mechanisms per season. During the test, the DB Firm shall demonstrate that the Improvements comply with the design performance criteria and operate as specified through the full range of design flows.
