About this file
This is a Cost Proposal and Scoring Guide for Request for Proposals #32701-04678 issued by the Tennessee Department of Environment and Conservation for a Wireless-as-a-Service provider to support eleven state parks. The RFP seeks comprehensive wireless network solutions including design, implementation, monitoring, management, upgrades, maintenance, user authentication, security services, analytics, reporting, and technical support across recreational facilities, cabins, campgrounds, lodges, and park buildings. The technical response deadline is January 20, 2026, with cost proposals due March 31, 2026, and contract award anticipated in April 2026. A mandatory site visit is required at Cedars of Lebanon State Park. The contract includes a sixty-month base term with potential for two additional thirty-month renewal periods, not exceeding 120 months total. Cost evaluation will be weighted with site visit costs comprising 18 points and non-site visit costs comprising 12 points.
Respondents must provide pricing in U.S. currency limited to two decimal places and submit signed cost proposals from individuals empowered to bind the company. Site visit costs include labor and materials for surveying, project management, network design and installation, conduit and fiber optic installation, electrical installation, equipment installation (wireless access points, routers, controllers, switches, backhaul, bridges, media converters, battery backup, enclosures, and patch cables), with quantities and pricing determined by respondent assessment. Non-site visit costs cover approximately 500 end-user support incidents per year, 300 hours of technician onsite support during peak season, monthly wireless service and monitoring for equipment during in-season (April-November) and off-season (December-March) periods, 22 hours of training annually, and 44 annual on-site equipment inspections. The cost proposal must remain valid for at least 120 days following submission. A $5 million performance bond and $2.5 million payment bond will be required. The state emphasizes opportunities for minority-owned, women-owned, service-disabled veteran-owned, and small business enterprises.
