About this file

This is a Building Division Fee Schedule document from the City of Cooper City, Florida, establishing construction permit fees and related development costs for the Community Development Department. The fee structure encompasses multiple permit categories including construction permits based on project costs, window/shutter permits, roof permits, HVAC and water heater permits, and miscellaneous fees such as certificates of occupancy, inspections, plan reviews, and overtime services. Construction permit fees are tiered by project value, ranging from a flat $139 fee for projects under $2,500 to percentage-based fees (3%, 2.5%, and 2%) for larger projects up to and exceeding $5,000,000. The schedule also includes discounted rates for private providers conducting plans review and inspections, with discounts ranging from 25% to 50% depending on the service type.

The fee schedule incorporates required state and county fees in addition to local charges, including an education fee of $0.20 per thousand dollars of construction cost, a Broward County Board of Rules and Appeals fee of $0.52 per $1,000 of construction cost, and state fees under Florida Statutes sections 553 and 468. The Building Official retains authority to verify the stated construction costs and may utilize signed contracts, RS Means Construction Valuation systems, or other methods to establish accurate project values for fee calculation purposes. The fee schedule is subject to annual revision on October 1st based on the Consumer Price Index for urban consumers, ensuring fees remain aligned with inflation and construction cost trends. These fees are foundational to the City's comprehensive fee study initiative, which seeks consultant recommendations for evaluating and updating fee structures across multiple municipal departments and service areas.

Apply the values in the most current edition of the RS Means Construction Valuation system. The greatest of the methods of the applicant's statement of value, or (1) or (2) above shall be used in calculating the permit fee.
