About this file
This is a Fair Subcontracting Practices Affidavit submitted by the City of Cooper City, Florida, in connection with a comprehensive fee studies consulting solicitation. The City is seeking proposals from qualified consulting firms to conduct multi-department fee and rate studies across five service areas: Water Utility Rate Study, Wastewater Utility Rate Study, Community Development Fee Study, Parks and Recreation Fee Study, and Finance Department Fire Rescue Fee and Cost Allocation Study. Proposers may submit proposals for one, multiple, or all identified service areas, and the City reserves the right to award one or more contracts to the firm(s) determined most qualified and in the City's best interest. The consultant must provide all necessary labor, personnel, supervision, professional services, materials, equipment, software, travel, and other resources required to complete the scope of services according to recognized professional standards and industry best practices.
The affidavit explicitly states that no subcontractors will be utilized for this contract, requiring the selected firm to perform all work in-house. Bidders must submit a detailed statement of their policies and procedures for awarding subcontractors as part of their proposal, though this requirement is superseded by the prohibition on subcontractor utilization. The document requires a signature and date from the bidder/proposer affirming compliance with fair subcontracting practices, establishing the foundation for a direct service delivery model where the primary contractor maintains full responsibility and control over contract execution.
