About this file

This document is an amendment to a request for proposals for construction services for the Field Test Laboratory Microbial Energetic Laboratory project at the National Renewable Energy Laboratory. Amendment No. 5 extends the proposal submission deadline to November 15, 2023 at 6:00 PM Mountain Time. It provides responses to technical questions from offerors and clarifies the scope of work. The project involves laboratory renovations including demolition, concrete patching, installation of new doors and frames, and mechanical work. The amendment specifies that wood doors but not hollow metal doors may contain asbestos, and that the contractor is responsible for ceiling repairs outside the construction area. It confirms details on the number and locations of new doors and clarifies requirements for after-hours work and coordination with occupied laboratory spaces. The pricing in proposals must remain valid for 90 days from submission. The National Renewable Energy Laboratory and the Department of Energy Office of Science are the agencies involved.

AMENDMENT OF SOLICITATION

Solicitation No. RFP-2023-23076 Amendment No. 5 Date: 11/9/2023

ISSUED BY:

NREL

Attn: Darcy Montgomery 15013 Denver West Parkway Golden, CO 80401 Email: Darcy.Montgomery@nrel.gov

PROJECT NAME & LOCATION:

Field Test Laboratory Microbial Energetic Laboratory FTLB – NREL South Table Mountain

The above numbered solicitation is amended as set forth below.

The date specified for receipt of offers [ ] remain unchanged. [ X ] is extended to Wednesday, November 15, 2023 – 6:00 PM MST

FAILURE TO ACKNOWLEDGE THIS AMENDMENT IN ACCORDANCE WITH THE INSTRUCTIONS

TO OFFERORS MAY RESULT IN REJECTION OF YOUR OFFEROR. EXCEPT AS PROVIDED

HEREIN, ALL TERMS AND CONDITIONS OF THE SOLICITATION DOCUMENT REMAIN

UNCHANGED AND IN FULL FORCE AND EFFECT.

Description: The purpose of this Amendment No.5 is to:

(1) Extend the proposal submission deadline to Wednesday, November 15, 2023 – 6:00 PM Mountain Time

(2) Correct the date of the applicable construction wage rate determination provided in Amendment No. 4

- CO20230023 Building Mod. 8 – dated Sept. 1, 2023.

(3) Provide responses to additional technical questions. The time for accepting and responding to additional technical questions is now closed.

1. Per the newly provided concrete specs, a pre-installation meeting is required prior to patching concrete slab. The requirements below will add unnecessary costs to the project given the small nature of this scope, as well as it being patch back work and not a new large slab.

a. Attendees include the independent testing agency responsible for design mixtures – this is not typical. This person is also employed by the government, correct? Can this requirement be waived?

This will be a third-party hired by NREL. This meeting is before the concrete pour and needs to be coordinated with the third-party test agency.

mailto:Darcy.Montgomery@nrel.gov

b. Attendees include the ready-mix concrete manufacturer – this is also not typical. Can this requirement be waived, or can there be an option for a virtual/call-in meeting?

This can be waived.

2. Amendment 004 responses appear to imply that all abatement will be done by NREL prior to contractor mobilization. The “FTLB-known-asbestos-inventory-posting” document provided with amendment 004 states that all fire doors are assumed to have asbestos. The demolition drawings have us removing multiple doors in this SOW. Please confirm these are not asbestos containing fire doors, and that these are still to be included in the contractor’s proposal. If they are asbestos containing – please confirm NREL will abate these doors prior to mobilization. Specifically, doors along gridline 16 – the two in the hallway – appear to be in fire walls so we assume they are fire-rated.

NREL EHS confirmed this comment applies to wooden doors in FTLB and not the hollow metal doors that are found on this project. If anything suspicious arises on this project NREL will conduct the testing, and removal will be considered out of this base project scope.

3. Sheet A-101, note 2 states to remove ceiling as required for mechanical work in lab 176. Sheet A-105 note 1 is shown inside lab 176 which states new acoustical ceiling. A501 finish schedule indicates to salvage ACT for reuse. Please confirm intent for this room. Grid will likely need demolished to allow room for equipment, and grid cannot be salvaged. Suggestion is to remove and replace entire room.

This is up to the contractor. There are several spaces of work for FCU replacements outside of the base construction area. The contractor will need to repair those ceilings to the same condition. Office area is open ceiling.

a. Can we demolish and salvage materials during demolition at the beginning of the project, and re-install upon above ceiling completion in this room? Or does this ACT ceiling need to remain as long as possible as this lab will be occupied?

All work in 176 needs to be in a compressed timeline. No work will be done until materials are ready and a single shutdown can occur.

4. RFI 28 only specifies after hours work to be done during outages. However, A-102 and on, general note #7 states excessive noise and dust also needs to be done during after hours. Since lab 176 is the only operating space adjacent to the workspace, can we assume all demolition can be done during normal working hours?

Work in this area that will prevent work from taking place in other building labs will need to be considered for after hours. Primarily it revolves around outages but needs contractor input to means and methods. We expect most demo to take place during normal hours, but some will require outages. There are labs down in the facility sensitive to vibration, so certain tasks may need to be scheduled for early mornings or other accommodations. We will accommodate to the extent possible normal business hours, but NREL requires coordination of tasks at a higher level than a typical construction site.

5. Please clarify number of new doors and frames. A-103 note 2 only indicates one new door. Door schedule on A501 indicates 5 new doors. Elevations for rooms indicated in door schedule show doors, but no flagnotes for new doors or frames. Please confirm the door and hardware schedule is accurate.

The door schedule is accurate. The new door locations are shown on A-102 in solid lines. Dashed lines indicate doors with no work.

6. How many days is contractor pricing required to be valid? Do any anticipated price escalations for equipment need to be included? In the revised RFP the anticipated award date is Nov 1, 2023 which has passed.

The proposal deadline has been extended via amendment to this solicitation, which consequently extends the anticipated award date. Page 4 of the RFP letter outlines the pricing validity requirements:

The offeror’s price (cost) and delivery terms must be valid for 90 days from the date of the offer.
