To All Interested Parties:

The Federal Bureau of Prisons (BOP) is soliciting proposals to provide residential reentry center (RRC) services for male and female Federal offenders held under the authority of the United States Statutes located in the San Juan Metropolitan area which includes the municipalities of Bayamon, Guaynabo, Catano, Canovana, Caguas, Toa Alta, Toa Baja, Carolina, and Trujillo Alto, Puerto Rico.

All offerors are advised that the Government reserves the right to disclose or make public any environmental documentation or other information provided in response to the solicitation. Such disclosures would typically occur in Environmental Impact Statements, Environmental Assessments, public hearings, comment periods and other public forums.

Please follow the instructions in Section L of the RFP when preparing your Business, Technical/Management and Past Performance Information proposals. Your Business, Technical/Management and Past Performance Information proposals should be submitted in separate loose-leaf binders. The binders should be marked to indicate which ones are copies and originals. The binders marked original should contain original documents.

A cover letter setting forth your firm rates for the Base Period and each Option Year (sliding scales, etc., not acceptable) and Section A (Solicitation, Offer and Award), B, J and K should comprise your Business Proposal.

The Technical/Management proposal must include a clear and concise explanation of how you propose to accomplish the procurement objective, describing in detail the approach, methods, techniques and manpower you intend to utilize in accordance with Section L, Content of Technical/Management Proposal.

Your Technical/Management proposal will be evaluated as an indication of your comprehension of the services to be provided and your ability to perform them.

The Government reserves the right to award the contract without discussions. Therefore, all proposals should be prepared as your organization’s final proposal revision.

Bureau of Prisons representatives will conduct an on-site inspection of your facility after receipt of proposals, but prior to contract negotiations, if held. Therefore, a separate cover sheet is required in the Technical/Management proposal indicating the place of performance, and an available contact person authorized to obligate the offeror (including telephone number) who shall be present during the on-site evaluation.

Note: Effective January 1, 2005, the provision at Federal Acquisition Regulation (FAR) 52.204-8, Annual Representations and Certifications, requires all prospective offerors to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. ORCA was developed to replace most of the paper based Representations and Certifications process known as Section K. By submission of an offer under this solicitation, the offeror acknowledges completion of the annual representations and certifications via ORCA and verifies, by submission of the offer, that the representations and certifications currently posted in ORCA were entered or updated within the last 12 months and are current, accurate, complete and applicable to this solicitation. Changes to the ORCA representations and certifications may be provided by the offeror for this specific solicitation as indicated in the provision at FAR 52.204-8.

All offerors are advised that a final rule has been issued by the Department of Labor (DOL) on September 26, 2005 authorizing full implementation of the Wage Determinations On-Line (WDOL) internet web site http://www.wdol.gov. This web site shall service as the source for all federal agencies to use when obtaining wage determinations issued by the DOL for service contracts subject to the McNamara-O’Hara Service Contract Act (SCA) and the Davis-Bacon Act (DBA) and related acts. DOL will only publish wage determinations on-line and will cease running Federal Register notices indicating wage determinations have changed.
