About this file
This is a Request for Proposals (RFP) issued by the Connecticut State Colleges and Universities (CSCU) on behalf of Connecticut State Community College (CT State) for bookstore operations and management services across twelve campus locations. CT State seeks an experienced firm to provide students with timely, affordable, and equitable access to course materials through innovative delivery models that may include physical retail locations, online ordering with in-store pickup, direct-to-student shipping, or hybrid approaches. The RFP was released on July 15, 2026, with written questions due by July 22, 2026 at 2:00 p.m. EST, answers posted by July 30, 2026, and proposals due by August 12, 2026 at 2:00 p.m. EST. A virtual bid opening will be conducted via Microsoft Teams on the proposal due date. Proposers are encouraged to visit the twelve campus locations in advance to assess current facilities. The resulting contract is anticipated to have an initial term of five years with up to two optional renewal periods collectively totaling up to an additional five years, commencing upon conclusion of the current agreement scheduled to end in 2027.
CT State is not prescribing specific pricing, staffing levels, inventory models, or facility requirements, encouraging proposers to design solutions that best serve students and institutional priorities. The institution serves approximately 35,000 students across twelve campuses with historical gross sales averaging $6-8 million annually. Minimum requirements include universal access to all enrolled students, availability of new, used, rental, and digital textbooks along with Open Educational Resources, compliance with the Higher Education Opportunity Act including textbook price disclosure, price-matching programs against major online retailers, financial aid integration, year-round service with expanded evening and weekend hours, annual business reviews, and participation in a Bookstore Advisory Committee. The current bookstore operator has held the contract since 2017 and is extended through 2027. Proposals will be evaluated using a points-based matrix covering affordability and student value, access and timeliness, proposed model fit and innovation, technology integration, faculty support, experience and references, financial value to CT State, and implementation capabilities. No contract value is disclosed, and no set-asides or vendor-eligibility restrictions apply.

I. Introduction and Purpose
1.1 About CT State and CSCU
Connecticut State Community College (“CT State”) is a single, statewide community college formed in 2023 from the consolidation of the State’s twelve community colleges. It serves approximately 35,000 students across twelve campuses and a growing slate of online programs. The Connecticut State Colleges and Universities (“CSCU”) system office is the issuing and contracting authority for this Request for Proposals (“RFP”) and is conducting this procurement on behalf of CT State.
For more information about CT State and CSCU, visit:
https://ctstate.edu http://www.ct.edu
1.2 Purpose of this RFP
CT State aims to partner with an organization capable of consistently providing all students timely, affordable, and equitable access to the course materials essential for their academic success. Through this RFP, CT State invites experienced firms to present innovative solutions that will fulfill these objectives.
The landscape for course materials has evolved rapidly and continues to do so. Advancements such as digital and rental options, Open Educational Resources (OER), inclusive-access programs, online ordering, direct-to-student fulfillment, and new service models have transformed the way students acquire their materials. CT State is not seeking to duplicate any existing operating model but welcomes fresh ideas and approaches.
Accordingly, CT State encourages proposers to present the model—or combination of models— they believe will most effectively meet the needs of CT State.
Proposers should detail how industry trends and their own business practices have evolved, highlight successful strategies implemented at similar community college systems, and suggest innovative solutions CT State may not have previously considered. Section III describes the mandatory requirements for any proposed model; beyond this, CT State is open to creative and flexible solution designs.
CT State’s priorities for the resulting agreement are to:
• Lower the total cost of course materials to students and make pricing transparent and competitive with online and other retail alternatives;
• Ensure timely availability of required course materials;
• Provide equitable access to materials for all students regardless of home campus, including cross-campus and fully online students;
• Offer course materials in the formats students need – new, used, rental, digital, and Open
Educational Resources (OER) – and make the most cost-effective option easy to find;
• Simplify the application of financial aid and scholarships toward the purchase of course materials;

• Deliver consistent service, staffing, and account management across all twelve campuses, with expanded and more flexible hours of operation; and
• Provide a modern fulfillment experience supported by responsive staff.

2.3 Historical Sales
Gross sales across all campuses have averaged approximately $6–8 million annually in recent years. This information is provided solely for context and is not a guarantee that such sales will be achieved in any year of the resulting agreement.
III. Requirements and Scope
3.1 Design the Solution
CT State invites proposers to design the solution. The requirements below are the minimum any proposed model must satisfy. Beyond these, proposers are encouraged to propose the model they believe best delivers CT State’s priorities.
3.2 Minimum Requirements
• Universal Access
- Serve all enrolled students across all twelve campuses and all online programs and ensure that no enrolled student is unable to obtain required course materials.
- Make the ordering experience simple and intuitive for students.
• Course Materials: Availability and Timeliness
- Provide an easy-to-use tool allowing faculty and staff to submit course-material needs, view pricing and lower-cost alternatives, and confirm editions;
- Provide new, used, rental, and digital textbooks, custom and course-pack materials, and Open Educational Resources (OER), consistent with the State’s OER initiative (Connecticut Special Act 15-18), in the formats faculty adopt and students need;
- Obtain each term’s adoptions from faculty and ensure adequate stock of required materials is available on or before the first day of class for fall, spring, summer, and intersession terms;
- Maintain a clear, documented process for handling late adoptions and rush orders, and proactively notify campuses of at-risk titles;
- Offer rental and digital materials at the lowest feasible cost, with a print option where applicable, and clearly disclose all rental terms, fees, and deadlines;
- Comply with the Higher Education Opportunity Act (including textbook price disclosure at the time of registration) and any amendments.
• Affordability
- Employ innovative strategies to reduce the cost of course materials and continually assess and report on their effectiveness;
- Offer a price-matching program for textbooks and course materials against major online and retail competitors, with the student’s choice of a cash or gift-card refund when applicable;
- Maintain pricing that is fair, transparent, and competitive, and lower prices to students by leveraging CT State’s system-wide purchasing volume;
Connecticut State Community College DRAFT – For Internal Review Page 7 of 23
- Stay price-competitive with major online sellers and marketplaces (for example, large online retailers and textbook sites), and describe how list and net prices will be benchmarked against those channels and adjusted over the term;
- Maintain consistent pricing for the same item system-wide, so that an identical title or product is offered at the same price regardless of campus, absent a documented, CT State-approved reason; and
- Actively support faculty adoption of Open Educational Resources (OER) and the distribution of OER and other low- or no-cost materials through the stores and online.
• Financial Aid Application
- Accept student financial aid as a means of payment for approved course materials and authorized items, in store and online; and
- Provide a clear, student-friendly explanation of how to apply aid toward materials, and propose solutions that minimize gaps caused by aid disbursement timing.
• Operation, Staffing, and Account Management
- Provide year-round bookstore services with hours that meet student demand – including a proposal to add evening hours one to two times per week and to pilot weekend hours at higher-traffic locations;
- Maintain adequate, well-trained staffing;
- Provide a single, named CT State account manager responsible for system-wide consistency;
- Conduct an annual comprehensive business and strategic review of operations, sales, pricing, and service levels;
- Participate in a CT State Bookstore Advisory Committee on a schedule set by CT
State to gather faculty, staff, and student input on bookstore services;
- Provide an updated organization chart and staffing levels at the start of each contract year, and adjust staffing to meet demand as mutually agreed;
- Provide a clearly posted refund and exchange program;
- Operate a buyback program for resalable course materials, with early-adoption practices that increase buyback opportunities and value to students;
- The awarded contractor shall have the right to buy, sell, and distribute merchandise and services traditionally offered in college bookstores – including textbooks, clothing (emblematic or not), school supplies, desk accessories, gifts, souvenirs, course-adopted software, paper and electronic custom anthologies, class rings, sales and rentals of graduation regalia.
• Integration and compliance. Integrate with CT State’s student information system (currently Banner), the learning management system, and financial-aid disbursement;
comply with the Higher Education Opportunity Act (HEOA), the Americans with Disabilities Act and applicable accessibility standards, Family Educational Rights and Privacy Act (FERPA), the Gramm-Leach-Bliley Act, and Payment Card Industry Data Security Standard (PCI-DSS), relevant CT State and CSCU policies; and protect institutional and student data.
• Facilities improvements
Connecticut State Community College DRAFT – For Internal Review Page 8 of 23
- Invest in the CT State campus stores by making routine renovations and/or upgrades to create efficient, attractive retail space that enhances the store’s image, attracts customers, and increases sales. CT State shall have the right to determine how to allocate such investments among the campus stores, and CT State shall own approved store improvements as set forth in the resulting contract.
- All store finishes, fixtures, signage, and decor shall conform to CT State brand and design guidelines and require CT State’s prior written approval; the contractor shall ensure that no mechanic’s or other lien arising from its improvements, labor, or materials attaches to CT State property and shall promptly bond over or discharge any such lien.
- CT State recognizes that the role of the physical bookstore is changing as more course materials move to digital and online fulfillment, and that the traditional store model may be outdated for some campuses. Proposers are asked to share their understanding of what a modern campus store should be and to propose how they would improve and, where appropriate, right-size or repurpose the physical space at each campus – for example, more flexible and modern retail layouts, dedicated order-pickup and self-service areas, study or community space, and technology-enabled service – consistent with the optional community-resource concept described above and subject to CT State approval.
• Financial proposal. Provide a commercial and financial proposal to CSCU, using Attachment B.
• Transition. Provide a transition plan that ensures continuity of access for students at the start of the agreement.
3.3 What Is Not Prescribed
CT State is not prescribing the number or location of physical stores, staffing levels, on-site inventory levels, or inter-campus delivery logistics. These are design choices for the proposer.
Models that reduce, consolidate, or reimagine the physical footprint are welcome where they better serve students and the priorities in Section I.
CT State welcomes proposals that utilize any of the fulfillment approaches outlined below, as well as additional methods recommended by bidders. If you have alternative delivery or fulfillment models not already listed, please describe them and explain how they would better serve CT State, its students, or campus communities. We encourage bidders to present innovative ideas or hybrid solutions that address evolving needs and priorities.
Please note: While CT State is open to understanding the full range of available course-materials models, inclusive access or equitable access models are not CT State’s preferred approach at this time. Proposers may reference these models, but CT State is primarily seeking solutions that preserve student choice and do not rely on automatic, default enrollment in digital or bundled course-material charges. For purposes of this RFP, “inclusive access” and “equitable access” refer to programs in which students are automatically charged for digital or bundled course materials by default—typically as a per-course, per-credit, or flat per-term fee with an opt-out—rather than selecting and purchasing materials by individual choice.

STATE CONTRACT PROVISIONS
1. Statutory Authority:
Connecticut General Statutes §§ 10a-6, 10a-1b, 4a-52a, and /or 10a-151b provides CSCU with the authority to enter into contracts in the pursuit of its mission.
2. Professional Standards:
In rendering services under this contract, the Contractor shall conform to high professional standards of work and business ethic. The Contractor warrants that the services shall be performed: 1) in a professional and workmanlike manner; and 2) in accordance with generally and currently accepted principles and practices. During the term of this contract, the Contractor agrees to provide to CSCU in a good and faithful manner, using its best efforts and in a manner that shall promote the interests of said CSCU, such services as CSCU requests, provided in this contract.
3. Federal and State statutes and regulations:
In performing services pursuant to this contract, Contractor, its employees and representatives shall at all times comply with all applicable federal and state statutes, regulations and laws, including, but not limited to, the Gramm- Leach–Bliley Act, the Family Educational Rights and Privacy Act (“FERPA”) and related CSCU Policies, in the protection of all personally identifiable and other protected confidential information and non-directory student data.
4. Claims Against the State:
The Contractor agrees that the sole and exclusive means for the presentation of any claim against the State arising from this Agreement shall be in accordance with Chapter 53 of the Connecticut General Statutes (Claims Against the State) and the Contractor further agrees not to initiate legal proceedings in any state or federal court in addition to, or in lieu of, said Chapter 53 proceedings.
5. Forum and Choice of Law:
The parties deem the Contract to have been made in the City of Hartford, State of Connecticut. Both parties agree that it is fair and reasonable for the validity and construction of the contract to be, and it shall be, governed by the laws and court decisions of the State of Connecticut, without giving effect to its principles of conflicts of laws. To the extent that any immunities provided by Federal law or the laws of the State of Connecticut do not bar an action against the State, and to the extent that these courts are courts of competent jurisdiction, for the purpose of venue, the complaint shall be made returnable to the Judicial District of Hartford only or shall be brought in the United States District Court for the District of Connecticut only, and shall not be transferred to any other court, provided, however, that nothing here constitutes a waiver or compromise of the sovereign immunity of the State of Connecticut. The Contractor waives any objection which it may now have or will have to the laying of venue of any claims in any forum and further irrevocably submits to such jurisdiction in any suit, action or proceeding.
6. Sovereign Immunity:
The parties acknowledge and agree that nothing in this Contract shall be construed as a modification, compromise or waiver by the State of any rights or defenses of any immunities provided by Federal law or the laws of the State of Connecticut to the State or any of its officers and employees, which they may have had, now have or will have with respect to all matters arising out of this Contract. To the extent that this section conflicts with any other section, this section shall govern.
7. Indemnification:
(a) Contractor shall indemnify, defend and hold harmless the State and its officers, representatives, agents, servants, employees, successors and assigns from and against any and all (1) third party Claims arising, directly or indirectly, in connection with the Contract; and (2) liabilities, damages, losses, costs and expenses, including but not limited to, attorneys' and other professionals' fees, arising, directly or indirectly, in connection with Claims or this Contract. Contractor shall use counsel reasonably acceptable to the State in carrying out its obligations under this Section. Contractor’s obligations under this Section to indemnify, defend and hold harmless against Claims includes Claims concerning confidentiality of any part of or all of the Contractor’s bid, proposal or any Records, any intellectual property rights that may be included in the deliverables or performance, other proprietary rights of any person or entity, copyrighted or uncopyrighted compositions, secret processes, patented or unpatented inventions, trade secrets, trademarks, articles or appliances furnished or used in the performance.
(b) Contractor shall not be responsible for indemnifying, defending or holding the State harmless from any liability arising due to the negligence of the State or any third party acting under the direct control or supervision of the State.

(c) Contractor shall reimburse the State for any and all damages to the real or personal property of the State caused by the acts of Contractor or any Contractor Parties. The State shall give Contractor reasonable notice of any such Claims.
(d) Contractor’s duties under this Section shall remain fully in effect and binding in accordance with the terms of this Contract, without being lessened or compromised in any way, even where the Contractor is alleged or is found to have merely contributed in part to the acts giving rise to the Claims or where the State is alleged or is found to have contributed to the acts giving rise to the Claims or both.
(e) Contractor shall carry and maintain at all times during the Term of this Contract, and during the time that any provisions survive the Term of this Contract, sufficient commercial general liability insurance to satisfy its obligations under this Contract. Contractor shall name the State as an additional insured on the policy and shall provide a copy of the policy to the Agency prior to the effective date of the Contract. Contractor shall not begin performance until the delivery of the policy to the Agency. The Agency shall be entitled to recover under the insurance policy even if a body of competent jurisdiction determines that the Agency or the State is contributorily negligent.
(f) This section shall survive the Termination of the Contract and shall not be limited by reason of any insurance coverage.
(g)
8. Termination:
(a) Notwithstanding any provisions in this contract, CSCU, through a duly authorized employee, may terminate the contract whenever CSCU makes a written determination that such termination is in the best interests of the State. CSCU shall notify the Contractor in writing of termination pursuant to this section, which notice shall specify the effective date of termination and the extent to which the Contractor must complete its performance under the contract prior to such date.
(b) Notwithstanding any provisions in this contract, CSCU, through a duly authorized employee, may, after making a written determination that the Contractor has breached the contract, terminate the contract in accordance with the following breach provision.
i. Breach. If either party breaches the contract in any respect, the non-breaching party shall provide written notice of the breach to the breaching party and afford the breaching party an opportunity to cure within ten (10) days from the date that the breaching party receives the notice. In the case of a Contractor breach, any other time period which CSCU sets forth in the notice shall trump the ten (10) days. The right to cure period shall be extended if the non-breaching party is satisfied that the breaching party is making a good faith effort to cure but the nature of the breach is such that it cannot be cured within the right to cure period. The notice may include an effective contract termination date if the breach is not cured by the stated date and, unless otherwise modified by the non-breaching party in writing prior to the termination date, no further action shall be required of any party to effect the termination as of the stated date. If the notice does not set forth an effective contract termination date, then the non-breaching party may terminate the contract by giving the breaching party no less than twenty-four (24) hours’ prior written notice. If CSCU believes that the Contractor has not performed according to the contract, CSCU may withhold payment in whole or in part pending resolution of the performance issue, provided that CSCU notifies the Contractor in writing prior to the date that the payment would have been due.
(c) CSCU shall send the notice of termination via certified mail, return receipt requested, to the Contractor at the most current address which the Contractor has furnished to CSCU for purposes of correspondence, or by hand delivery. Upon receiving the notice from CSCU, the Contractor shall immediately discontinue all services affected in accordance with the notice, undertake all commercially reasonable efforts to mitigate any losses or damages, and deliver to CSCU all records. The records are deemed to be the property of CSCU and the Contractor shall deliver them to CSCU no later than thirty (30) days after the termination of the contract or fifteen (15) days after the Contractor receives a written request from CSCU for the records. The Contractor shall deliver those records that exist in electronic, magnetic or other intangible form in a non-proprietary format, such as, but not limited to, ASCII or .TXT.
(d) Upon receipt of a written notice of termination from CSCU, the Contractor shall cease operations as CSCU directs in the notice, and take all actions that are necessary or appropriate, or that CSCU may reasonably direct, for the protection, and preservation of the goods and any other property. Except for any work which CSCU directs the Contractor to perform in the notice prior to the effective date of termination, and except as otherwise provided in the notice, the Contractor shall terminate or conclude all existing subcontracts and purchase orders and shall not enter into any further subcontracts, purchase orders or commitments.
(e) CSCU shall, within forty-five (45) days of the effective date of termination, reimburse the Contractor for its performance rendered and accepted by CSCU in accordance with the terms of this contract, in addition to all actual and reasonable costs incurred after termination in completing those portions of the performance which the notice required the Contractor to complete. However, the Contractor is not entitled to receive and CSCU is not obligated to tender to the Contractor any payments for anticipated or lost profits. Upon request by CSCU, the Contractor shall assign to CSCU, or any replacement Contractor which CSCU designates, all
Connecticut State Community College DRAFT – For Internal Review Page 18 of 23 subcontracts, purchase orders and other commitments, deliver to CSCU all records and other information pertaining to its performance, and remove from State premises, whether leased or owned, all of Contractor’s property, equipment, waste material and rubbish related to its performance, all as CSCU may request.
(f) For breach or violation of any of the provisions in the section concerning representations and warranties, CSCU may terminate the contract in accordance with its terms and revoke any consents to assignments given as if the assignments had never been requested or consented to, without liability to the Contractor or Contractor parties or any third party.
(g) Upon termination of the contract, all rights and obligations shall be null and void, so that no party shall have any further rights or obligations to any other party, except with respect to the sections which survive termination. All representations, warranties, agreements and rights of the parties under the contract shall survive such termination to the extent not otherwise limited in the contract and without each one of them having to be specifically mentioned in the contract.
(h) Termination of the contract pursuant to this section shall not be deemed to be a breach of contract by CSCU.
