About this file

This is a Financial Proposal Workbook (Attachment B) for the Connecticut State Colleges and Universities (CSCU) on behalf of Connecticut State Community College (CT State) Bookstore Operations and Management RFP. The workbook serves as the standardized financial submission template for vendors responding to the solicitation for bookstore operations and management services across CT State's 12 campus locations throughout Connecticut. Proposals are due August 12, 2026 at 2:00 p.m. EDT, with the solicitation having opened July 15, 2026 at 12:00 p.m. EDT and questions due July 22, 2026 at 2:00 p.m. EDT. The scope encompasses providing all students timely, affordable, and equitable access to course materials across the entire 12-campus system. The contract term is not specified in this workbook, though vendors must ensure their proposals remain valid for at least 120 days from the proposal due date.

The workbook utilizes a commission-based financial model structure, though CT State explicitly states it is open to alternative financial models that vendors may propose. Proposers must enter commission rates across tiered revenue scenarios, with the workbook calculating commissions at $5 million through $25 million in Total System Gross Revenue for comparison purposes. The commission base is defined as Total System Gross Revenue, excluding refunds, returns, taxes, buyback payments, and items with gross margins below 20 percent. Vendors must also provide maximum pricing for textbooks, trade books, digital materials, used books, course packs, rental materials, and general merchandise, with specific gross margin percentages and disclosure of additional fees. The workbook requires vendors to disclose financial incentives and investments, including guaranteed minimum commissions, signing incentives, capital investment commitments with campus allocation and amortization schedules, textbook scholarships, advertising allowances, and any other financial benefits. CT State retains ownership of all capital improvements. No contract value, set-asides, or vendor-eligibility restrictions are disclosed, and the primary contact is Janel Wright at janel.wright@ct.edu.

CONNECTICUT STATE COMMUNITY COLLEGE
Attachment B — Financial Proposal Workbook
Bookstore Operations and Management RFP · Commission and Pricing
Issued by the Connecticut State Colleges and Universities (CSCU) on behalf of Connecticut State Community College (CT State).
How to use this workbook
• This workbook reflects one possible financial model — a commission-based structure with pricing caps and incentives. CT State is open to other financial models. If your preferred model differs, please also submit information detailing your recommended financial model.
• Enter all figures in the shaded input cells. Calculated cells update automatically; please do not type in them.
• On the Commission tab, enter your proposed commission tiers. The workbook computes the resulting commission at several revenue scenarios so CSCU can compare offers on a dollar basis.
• On the Pricing Structure tab, enter your maximum pricing for each category and disclose any added fees.
• On the Incentives & Investments tab, enter guarantees, signing incentive, capital investment, scholarship, advertising, and any other incentives.
• All fees and cost structures quoted shall remain firm for the entire contract term unless modified by mutual written agreement. Your proposal must remain valid for at least 120 days from the proposal due date.
Commission base — "Total System Gross Revenue"
• All sales across the campus stores and the CT State-branded online store, less refunds and returns, sales and use taxes, buyback payments, commissions earned on class rings and graduation regalia, allocations of contractor-funded scholarships, discounted faculty/staff and department sales, and sales with an inherent gross margin below 20% (such as computer hardware, software, and consumer electronics).
