The IDIQ will be organized into eleven Contract Line Item Numbers (CLINs) covering specialized tool categories: Financial/banking information (CLIN 0001); Deep and Dark Web (CLIN 0002); US business information (CLIN 0003); International business information (CLIN 0004); Vehicle history and technical information (CLIN 0005); Historical internet data (CLIN 0006); Terrorism-related information (CLIN 0007); Image information (CLIN 0008); Video information (CLIN 0009); Identity records (CLIN 0010); and Property and land records (CLIN 0011). The Government will select a maximum of two tools per CLIN category to populate the IDIQ. Each awardee is guaranteed a minimum of $500 per contract year.
Proposals are due April 17, 2026 at 12:00 PM ET and must be submitted via email to the Contract Specialist at jspatafore@fbi.gov. Proposals must remain valid for 120 days from the proposal due date. The proposal structure requires three volumes: Volume 1 (Company Data—1 page); Volume 2 (Technical Approach—9 pages); and Volume 3 (Price Summary/Narrative—3 pages plus Pricing Template). Offerors must submit pricing for base year, four 12-month option periods, and a 6-month extension using tiered pricing (Tier 1: 2-50 units; Tier 2: 51-100 units; Tier 3: 101-500 units; Tier 4: 501+ units), though only base unit pricing will be evaluated for award. The Government will evaluate proposals using a best-value trade-off approach based on two factors: Factor 1—Technical Approach (non-price, more important) and Factor 2—Price. Technical proposals will be rated as High Confidence, Some Confidence, or Low Confidence based on the contractor's demonstrated ability to meet minimum functionality requirements outlined in Attachment 2 (SOW). Prior to award, all offerors must undergo security review by the FBI including a Product Risk Assessment and multi-governance review for Commercially Available Information, with submitted Commercially Available Information answers not counting toward the 9-page technical proposal limit. The RFP reserves on-ramp authority to add contractors during the performance period and off-ramp authority to remove contractors for poor performance or other reasons. Questions using Attachment 3 (Question Template) must be submitted by March 25, 2026 at 2:00 PM ET, with answers posted to SAM.gov.

1.0 SUMMARY OF THE REQUIREMENT
The Directorate of Intelligence (DI) of the FBI manages the Social Media Program (SOMEP), providing tools and training to assist Headquarters Divisions and Field Offices in conducting lawful research and searches against Commercially Available Data (CAI) and
Publicly Available Information (PAI), which includes Social Media data that is publicly available. The DI SOMEP also ensures users complete privacy and civil liberties legal training to perform open source searches in accordance with applicable federal laws, regulations, and policy. The growing use of the internet has created significant opportunities for people to create, share, and exchange information, but also opportunities for threat actors to engage in a variety of criminal activities. As access to virtual mediums is increasing and diversifying, terrorists, violent extremists, malicious cyber actors, and foreign adversaries take advantage by having greater opportunities to make criminal threats, traffic individuals and drugs, commit fraud, and execute cyberattacks. Estimates show that approximately 5.24 billion people worldwide use social media in some fashion, which is 64% of the total population. Identifying threat-related data relevant to an authorized law enforcement purpose can be challenging. However, efficiently identifying, organizing, and analyzing lawfully collected PAI and CAI data is paramount to preventing, investigating, and defeating threats to our nation and American interests abroad. Tools that capture such relevant information are important in helping the
FBI solve the complexities of this multifaceted problem.
In order to evaluate and stay informed of threats to personal safety, property, and law enforcement, the FBI requires professional service firms with expertise in open-source intelligence software, to include PAI and CAI platform offerings.
The FBI has a crucial need for accessible data sources to provide a diverse and reliable range of collections across internet-based platforms including but not limited to social media, video streaming, blogs, news, and chat rooms. The ability to segment and customize data collection capabilities is important for tools to align with authorized law-
Version 1.0 Page 5 enforcement usage. There are specialized tools that focus on specific areas of the internet and provide in-depth data discovery and useful coverage of the topics they provide. More detailed requirements for such specialized tools are found below. In all cases, the FBI is seeking new and cutting-edge capabilities in these systems.
This acquisition strategy is a multiple-award IDIQ to allow for various options for
Specialized Open-Source Intelligence (OSINT) tools, to serve multiple investigative threat types and use cases, and meet the needs of a diverse user base in accordance with law, regulation, and policy. To this end SOMEP is surveying the landscape of Social Media and
OSINT tools that exist across the market and which meet the focused capabilities set forth below.
CLINS: The different tasks under this IDIQ will be organized by Contract Line Item Numbers
(CLINs). Each CLIN will be focused on a type of tool that provides Open-Source information and the ability to collect, process, collate, and capture that information.
The variety of specialized systems must fall within the following categories and are listed by the following CLINs:

The Offeror offering a Specialized Tool shall state which category(s) above they believe their tool fits into. The Government will choose a maximum of two (2) tools for each of the above topics to populate the IDIQ and meet the operational needs of the FBI.

2.0 CLAUSES AND PROVISIONS
The Offeror shall comply with the terms and conditions as cited in the solicitation. All applicable clauses in Attachment 1 – 15F06765R0000026- Terms and Conditions apply.
Minimum Contract Guarantee:
The Government guarantees to each awardee a minimum of $500 per contract year under this multiple‑award IDIQ contract. This amount represents the Government’s minimum obligation to each Contractor for the period of performance. The Government has no obligation to issue orders beyond this minimum guarantee.
3.0 SECURITY REQUIREMENTS
See Statement of Work (attached)
Security Review:
Prior to award, the Offeror shall undergo a Security review by the FBI for suitability to do work with the Government under this effort. The review shall include a Product Risk Assessment (PRA). In addition, the Offeror will be subject to the multi-governance review process for Commercially Available Information. Offerors are required to complete and submit the attached CAI questions with their Proposal. The submitted answers do not count toward the Volume II Technical Approach nine (9) page limit count. Should the FBI determine an Offeror is not suitable to receive an award from the FBI, the Government is under no obligation to provide additional information regarding the Security analysis as part of the process. Any additional Security information provided will be solely at the Government’s discretion and subject to all applicable security restrictions. By submitting a proposal, the Offeror agrees to and is bound by all instructions, procedures and rules of this RFP.
The security review is not an evaluation factor and will not be used in the source‑selection decision. It is a pre‑award suitability assessment to confirm the offeror’s ability to meet required security standards.
4.0 QUESTIONS AND ANSWERS
Questions shall be submitted using the Attachment 3 - Question Template – Specialized OSINT Tools IDIQ, which is attached in this solicitation. The question template must be
Version 1.0 Page 7 sent via email to the Contract Specialist at jspatafore@fbi.gov by no later than March 25, 2026 at 2:00pm ET. with the subject header, “Specialized OSINT Tools IDIQ”.
Questions shall be written in a manner that enables clear understanding of the Offeror’s questions or concerns. The specific CLIN(s) must be specifically identified in each submitted question. Failure to do so will result in no response to the submitted question.
The Government will not respond to any questions submitted outside of the provided question template.
The answers to all questions will be posted to SAM.gov as an attachment to the solicitation.
The CO has the sole authority to bind the Government to the extent of the authority delegated. Direction that will modify the scope, schedule, terms and conditions, funding, or any other requirement shall only be provided by the CO.
5.0 SUBMITTAL INSTRUCTIONS
The following instructions are for the preparation and submission of the proposal. The purpose of this section is to establish requirements for the format and content of the proposal submission so that the proposal submission contains all essential information and can be evaluated equitably. The Offeror is instructed to read the entire solicitation, including all attachments, prior to submitting questions and/or preparing submissions.
Omission of any information from the proposal submission requirements may result in rejection of the proposal.
(1) The Offeror is required to follow the detailed proposal preparation instructions fully and carefully. The Government will rely on the information provided by the offeror to evaluate the proposal. It is therefore imperative that the offeror carefully follow the instructions set forth below and submit the proposal in the format and with the content specified below, providing all requested information.
(2) Proposal submissions that fail to provide information in the format requested will be found non-compliant, may not evaluated and the Offeror may be ineligible for award.
(3) Clarity and completeness are of utmost importance to the proposal. Proposals shall be valid for 120 days from the proposal due date.
(4) The Offeror must submit each Volume as a separate file and each Volume must be included as a part of a singular submission.

(5) Proposals must be submitted in twelve (12) point Times New Roman font with one (1) inch top, bottom, left and right margins. A page refers to a single printable section of a document defined by preset margins, size and layouts
(6) Proposals shall be submitted via email to the Contract Specialist, Joe Spatafore at jspatafore@fbi.gov. The solicitation will close on 4/17/2026 at 12:00 pm ET.
Proposals received after the solicitation has closed will not be accepted or evaluated. Please review the attached document, “15F06726Q0000026-Terms and Conditions,” to ensure compliance with solicitation requirements, applicable federal regulations, and agency policies.

5.2 VOLUME 1 - COMPANY DATA
The Offeror shall provide the following information on the proposal or in a separate document:

A valid SAM.gov registration is required to be eligible for award.
5.3 VOLUME 2 – TECHNICAL APPROACH
The offeror shall provide a technical solution that provides detailed information on how it meets or exceeds the minimum functionality as defined in Attachment 2 SOW – Specialized OSINT Tools IDIQ. Each proposal must list the product number, product description, quantity, and period of performance, for each year requested, including base and option years. Offerors shall include with their technical proposal a complete copy of all terms and conditions applicable to the proposed products and services. The submitted terms and conditions does not count toward the Volume II Technical Approach nine (9) page limit count. These terms and conditions will be reviewed by the Government to ensure consistency with the solicitation requirements and compliance with applicable federal law, the FAR, and agency‑specific policies.
5.4 VOLUME 3 – PRICE
The Offeror shall complete Attachment 4 – Pricing Template- Specialized OSINT Tools IDIQ in its entirety. Failure to provide a fully completed pricing template may result in the proposal being found unacceptable, the proposal may not be evaluated, and the offeror may be ineligible for award.
Offerors shall submit pricing for each CLIN they propose. Pricing shall include:
1. Base Pricing (Evaluated) A unit price for a quantity of one (1) for each proposed CLIN.
Base pricing will be used for the Price Evaluation Factor.

2. Tiered Pricing (Not Evaluated at Award) For each proposed CLIN, Offerors shall provide tiered pricing for future orders under the
IDIQ:
Tier 1: 2–50 units
Tier 2: 51–100 units
Tier 3: 101–500 units
Tier 4: 501+ units
Tiered pricing will be incorporated into the IDIQ contract but will not be used in the evaluation of proposals for IDIQ award.
Price Summary/Narrative shall include basis estimate detailing how the pricing was derived and any applicable discounts related to the offering.
6.0 BASIS OF AWARD
The Government intends to issue a Multiple-Award IDIQ to small business authorized resellers of Specialized OSINT Tools as shown in the scope statement located in Attachment 2-SOW- Specialized OSINT Tools IDIQ.
The Government will evaluate proposals using a best value “trade-off” approach. The delivery order will be awarded to the Offeror with the proposal which provides the best value to the Government after all evaluation factors considered. Each offeror’s proposal will be evaluated in two areas: Non-price and Price.

• Factor 2- Price
Factor 1, Technical Approach is more important than Factor 2, Price. As the evaluated merit of the competing proposals becomes similar under the non-price evaluation factors, Price becomes more important in the best value decision. The Government is more concerned with obtaining a more superior technical product than with making an award at the lowest overall price to the Government. However, the Government will not make an award at a significantly higher overall cost to achieve slightly superior technical skills. The award shall be made based on the decision of which proposal is the best value for the Government.
The Government reserves the right not to make an award if the Government determines that no offers are acceptable. The Government will notify the Offeror(s) of the RFP award, partial RFP cancellation, or full RFP cancellation.
Volume 1 – Company Data
The Government will evaluate all Company Data. If the Offeror does not provide all Company Data at the time of proposal submission, the offeror will be found non-compliant, the proposal will not be evaluated, and the offeror will be deemed ineligible for award. The Government will evaluate the information provided in Volume 1 – Company Data on a Pass/Fail basis to verify accuracy and completeness. The Government reserves the right to validate all company data submitted as part of the proposal.
1. Completeness: Is the Offerors Company Data complete?
A Offeror’s Volume 1 – Company Data proposal must include all information as defined in Volume 1 – Company Data.
2. Accuracy: Is the Offerors Company Data accurate?
A Offeror’s Volume 1 – Company Data proposal must include accurate information that is reflected in SAM.gov. The Contracting Officer or Contract Specialist will verify the accuracy of this information.

Fail The Government deems Volume 1 – Company Data as incomplete or inaccurate.
If the submitted company data is found to be inaccurate, incomplete, or non-compliant with the requirements outlined in the solicitation, the proposal will Fail. If a proposal receives a Fail rating for Volume 1 – Company Data, the proposal will no longer be evaluated and the Offeror will be ineligible for award.
Volume 2 – Factor 1 Technical Approach
The Government will assess its level of confidence of the Offeror’s demonstrated ability to meet or exceed the technical requirements outlined in the RFP and provide a complete and comprehensive technical approach to meet all technical requirements within Attachment 2 SOW – Specialized OSINT Tools IDIQ, specifically: a technical solution that meets or exceeds the minimum functionality as defined in Attachment 2 SOW – Specialized OSINT Tools IDIQ. Each proposal shall list the product number, product description, quantity, and period of performance for each year requested, including base and option years. Volume II
– Factor 1 Technical Approach must contain no pricing information. Any pricing submitted in this Volume may result in the proposal being deemed non‑compliant. Offerors shall include with their technical proposal a complete copy of all terms and conditions applicable to the proposal products and services. These terms and conditions will be reviewed by the Government to ensure consistency with the solicitation requirements and compliance with applicable federal law, the FAR, and agency‑specific policies.
Volume 3 – Factor 2 Price
The Government will evaluate the total proposed price for the base year, four (4) 12-month option periods, and 6-month extension in the price volume for completeness and reasonableness using FAR 15.404-1, Proposal Analysis Techniques to determine whether the overall price offered is fair and reasonable.
If a proposal does not include the base year, four (4) 12-month option years, and 6-month extension it may be deemed incomplete, the proposal may not be evaluated, and the Offeror may be ineligible for award. Proposals will be deemed complete if the offeror provides a completed Pricing Template.
Only base unit pricing (quantity of one) for each proposed CLIN will be evaluated for award.
Tiered pricing will not be evaluated but will be incorporated into the IDIQ contract for use in future orders.

The Government will evaluate the proposed price for reasonableness prior to award.
7.0 RATING METHODOLOGY
Technical Approach Rating
For the evaluation of proposals submitted in response to this RFP, the Government will evaluate the non-price factors based on a confidence rating system, which will allow the Evaluation Board to identify items that either increase confidence or decrease confidence associated with each proposal. The confidence rating definitions are as follows:

High Confidence
The Government has high confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in meeting minimum requirements with little to no Government intervention.
Some Confidence
The Government has some confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in meeting minimum requirements with some Government intervention.
Low Confidence
The Government has low confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in meeting minimum requirements even with Government intervention.
Price Factor Rating
The Government will evaluate the total proposed price of the twelve (12) month Base Period of Performance (POP) as well as four (4) twelve (12) month option periods and 6-month extension. The price evaluation will include an assessment of the price submission for completeness, meaning all required pricing elements and option years are fully priced, and for reasonableness in accordance with FAR price analysis principles.
The results of this evaluation will be used to determine whether the Offeror’s total evaluated price is fair and reasonable to the Government.

8.0 ON AND OFF RAMP AUTHORITY
On-Ramp Authority
The Government reserves the right to conduct on-ramp competitions at any time during the period of performance to add additional contractors to one or more CLINs under this IDIQ.
On-ramp solicitations may be limited to specific CLINs based on mission needs, technology changes, contractor off-ramps, insufficient competition, or other circumstances where additional qualified contractors are required.
Offerors added through an on-ramp will be eligible to compete for orders only for the CLINs for which they are awarded. Existing IDIQ contractors will not be required to re-compete for CLINs they already hold. Offerors added through an on-ramp are not guaranteed any minimum order value.
The Government may use any competitive procedures authorized under FAR 16.505 to conduct an on-ramp.
Off-Ramp Authority
The Government reserves the right to off-ramp contractors from one or more CLINs under this IDIQ. Off-ramping may occur due to poor performance, non-responsiveness, failure to maintain required capabilities, loss of eligibility, or other reasons determined to be in the Government’s best interest.
Off-ramping may be executed through non-exercise of options, removal from specific CLINs, termination for cause or convenience, or other appropriate contractual mechanisms. Off-ramping may be applied at the CLIN level, and contractors may retain eligibility for some CLINs while being removed from others.
Nothing in this clause limits the Government’s rights under FAR Part 49 or other applicable authorities.
On-Ramp Evaluation Procedures
If the Government elects to conduct an on-ramp, new offerors will be evaluated using the same evaluation criteria and methodology used for the original IDIQ awards, unless otherwise stated in the on-ramp solicitation. The Government may limit the evaluation to the specific CLINs identified in the on-ramp notice.
