Awards will be based on a best-value trade-off methodology evaluating technical approach (Factor 1) as more important than price (Factor 2), with the Government guaranteeing a minimum of $500 per contract year. Competed delivery orders under the IDIQ will use Lowest Price Technically Acceptable (LPTA) procedures. The contract includes a base year, four 12-month option periods, and a 6-month extension, with proposal validity required for 120 days from the June 5, 2026 due date. 1.0 SUMMARY OF THE REQUIREMENT

The Directorate of Intelligence (DI) of the FBI manages the Social Media Program (SOMEP), providing tools and training to assist Headquarters Divisions and Field Offices in conducting lawful research and searches against Commercially Available Data (CAI) and

Publicly Available Information (PAI), which includes Social Media data that is publicly available. The DI SOMEP also ensures users complete privacy and civil liberties legal training to perform open source searches in accordance with applicable federal laws, regulations, and policy. The growing use of the internet has created significant opportunities for people to create, share, and exchange information, but also opportunities for threat actors to engage in a variety of criminal activities. As access to virtual mediums is increasing and diversifying, terrorists, violent extremists, malicious cyber actors, and foreign adversaries take advantage by having greater opportunities to make criminal threats, traffic individuals and drugs, commit fraud, and execute cyberattacks. Estimates show that approximately 5.24 billion people worldwide use social media in some fashion, which is 64% of the total population. Identifying threat-related data relevant to an authorized law enforcement purpose can be challenging. However, efficiently identifying, organizing, and analyzing lawfully collected PAI and CAI data is paramount to preventing, investigating, and defeating threats to our nation and American interests abroad. Tools that capture such relevant information are important in helping the

FBI solve the complexities of this multifaceted problem.

In order to evaluate and stay informed of threats to personal safety, property, and law enforcement, the FBI requires professional service firms with expertise in open-source intelligence software, to include PAI and CAI platform offerings.

The FBI has a crucial need for accessible data sources to provide a diverse and reliable range of collections across internet-based platforms including but not limited to social media, video streaming, blogs, news, and chat rooms. The ability to segment and customize data collection capabilities is important for tools to align with authorized law-

Version 4.0 Page 5 enforcement usage. There are specialized tools that focus on specific areas of the internet and provide in-depth data discovery and useful coverage of the topics they provide. More detailed requirements for such specialized tools are found below. In all cases, the FBI is seeking new and cutting-edge capabilities in these systems.

This acquisition strategy is a small business set-aside for a multiple-award IDIQ, in accordance with FAR Part 16.5, to allow for various options for Specialized Open-Source

Intelligence (OSINT) tools, to serve multiple investigative threat types and use cases, and meet the needs of a diverse user base in accordance with law, regulation, and policy. To this end SOMEP is surveying the landscape of Social Media and OSINT tools that exist across the market and which meet the focused capabilities set forth below.

CLINS: The different tasks under this IDIQ will be organized by Contract Line Item Numbers

(CLINs). Each CLIN will be focused on a type of tool that provides Open-Source information and the ability to collect, process, collate, and capture that information.

The variety of specialized systems must fall within the following categories and are listed by the following CLINs:

CLIN Specialized Tool 0001 Financial / banking information 0002 Deep and Dark Web 0003 US business information 0004 International business information 0005 Vehicle history and technical information 0006 Historical internet data 0007 Terrorism related information 0008 Image information 0009 Video information 0010 Identity records 0011 Property and land records

The Offeror offering a Specialized Tool shall state which category(s) above they believe their tool fits into. The Government reserves the right to make multiple awards under each

CLIN to populate the IDIQ and meet the operational needs of the FBI.

6.0 BASIS OF AWARD

The Government intends to issue a Multiple-Award IDIQ to small business authorized resellers of Specialized OSINT Tools as shown in the scope statement located in Attachment 2-SOW- Specialized OSINT Tools IDIQ.

The Government will evaluate proposals using a best value “trade-off” approach. The delivery order will be awarded to the Offeror with the proposal which provides the best value to the Government after all evaluation factors considered. Each offeror’s proposal will be evaluated in two areas: Non-price and Price.

The Government will make an award based on the following Company Data validation and Evaluation Factors:

Company Data Validation:

• Company Data accuracy

The non-price factor is:

• Factor 1- Technical Approach

The price factor is:

• Factor 2- Price

Version 4.0 Page 11

Factor 1, Technical Approach is more important than Factor 2, Price. As the evaluated merit of the competing proposals becomes similar under the non-price evaluation factors, Price becomes more important in the best value decision. The Government is more concerned with obtaining a more superior technical product than with making an award at the lowest overall price to the Government. However, the Government will not make an award at a significantly higher overall cost to achieve slightly superior technical skills. The award shall be made based on the decision of which proposal is the best value for the Government.

The Government reserves the right not to make an award if the Government determines that no offers are acceptable. The Government will notify the Offeror(s) of the RFP award, partial RFP cancellation, or full RFP cancellation.

Volume 1 – Company Data

The Government will evaluate all Company Data. If the Offeror does not provide all Company Data at the time of proposal submission, the offeror will be found non-compliant, the proposal will not be evaluated, and the offeror will be deemed ineligible for award. The Government will evaluate the information provided in Volume 1 – Company Data on a Pass/Fail basis to verify accuracy and completeness. The Government reserves the right to validate all company data submitted as part of the proposal.

1. Completeness: Is the Offerors Company Data complete?

A Offeror’s Volume 1 – Company Data proposal must include all information as defined in Volume 1 – Company Data.

2. Accuracy: Is the Offerors Company Data accurate?

A Offeror’s Volume 1 – Company Data proposal must include accurate information that is reflected in SAM.gov. The Contracting Officer or Contract Specialist will verify the accuracy of this information.

Table 3: Volume 1 Company Data Ratings

Pass The Government deems Volume 1 – Company Data as complete and accurate.

Fail The Government deems Volume 1 – Company Data as incomplete or inaccurate.

Version 4.0 Page 12

If the submitted company data is found to be inaccurate, incomplete, or non-compliant with the requirements outlined in the solicitation, the proposal will Fail. If a proposal receives a Fail rating for Volume 1 – Company Data, the proposal will no longer be evaluated and the Offeror will be ineligible for award.

Volume 2 – Factor 1 Technical Approach

For each CLIN the Government will assess its level of confidence in the offeror's technical approach by determining the extent to which the proposal presents a clear, comprehensive, and logically structured approach for achieving all of the technical requirements in the Statement of Work.

Terms and Conditions- Offeror’s submitted terms and conditions applicable to proposal products and services will be reviewed by the Government to ensure consistency with the solicitation requirements and compliance with applicable federal law, the FAR, and agency‑specific policies.

Volume 3 – Factor 2 Price

For each CLIN the Government will evaluate the total proposed price for the base year, four

(4) 12-month option periods, and 6-month extension (FAR Overhaul Part 52.217-8) for the base (Single) pricing and tier licensing pricing for completeness and reasonableness using FAR Overhaul Part 15 Techniques to determine whether the overall price offered is fair and reasonable.

If a proposal does not include the base year, four (4) 12-month option years, and 6-month extension for the base and tier licensing it will be deemed incomplete, the proposal will not be evaluated, and the Offeror will be ineligible for award. Proposals will be deemed complete if the offeror provides a complete Pricing Template and Narrative.

7.0 RATING METHODOLOGY

Technical Approach Rating

For the evaluation of proposals submitted in response to this RFP, the Government will evaluate the non-price factors based on a confidence rating system, which will allow the Evaluation Board to identify items that either increase confidence or decrease confidence associated with each proposal. The confidence rating definitions are as follows:

Version 4.0 Page 13

Table 3: Non-Price Ratings

RATING DEFINITION

High Confidence

The Government has high confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in meeting minimum requirements with little to no Government intervention.

Some Confidence

The Government has some confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in meeting minimum requirements with some Government intervention.

Low Confidence

The Government has low confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in meeting minimum requirements even with Government intervention.

Terms and Conditions – Pass/Fail Rating

The Government will evaluate the Offeror’s submitted terms and conditions on a Pass/Fail basis. An Offeror that receives a Fail rating will be deemed noncompliant and ineligible for award. The Government will review all terms and conditions submitted with the Offeror’s proposal to ensure consistency with the solicitation requirements and compliance with applicable federal law, the FAR, and agency‑specific policies

Pass:

The Offeror’s submitted terms and conditions are consistent with the solicitation requirements and do not conflict with applicable federal law, the FAR, or agency‑specific policies. No unacceptable terms, conditions, assumptions, or qualifications are identified.

Fail:

The Offeror’s submitted terms and conditions conflict with the solicitation requirements, applicable federal law, the FAR, or agency‑specific policies, or include assumptions, qualifications, or conditions that materially alter the Government’s rights or obligations. A Fail rating renders the Offeror ineligible for award.

Version 4.0 Page 14

8.0 ON AND OFF RAMP AUTHORITY

On-Ramp Authority

The Government reserves the right to conduct on-ramp competitions at any time during the period of performance to add additional contractors to one or more CLINs under this IDIQ.

On-ramp solicitations may be limited to specific CLINs based on mission needs, technology changes, contractor off-ramps, insufficient competition, or other circumstances where additional qualified contractors are required.

Offerors added through an on-ramp will be eligible to compete for orders only for the CLINs for which they are awarded. Existing IDIQ contractors will not be required to re-compete for CLINs they already hold. Offerors added through an on-ramp are not guaranteed any minimum order value.

The Government may use any competitive procedures authorized under FAR 16.505 to conduct an on-ramp.

Off-Ramp Authority

The Government reserves the right to off-ramp contractors from one or more CLINs under this IDIQ. Off-ramping may occur due to poor performance, non-responsiveness, failure to maintain required capabilities, loss of eligibility, or other reasons determined to be in the Government’s best interest.

Off-ramping may be executed through non-exercise of options, removal from specific CLINs, termination for cause or convenience, or other appropriate contractual mechanisms. Off-ramping may be applied at the CLIN level, and contractors may retain eligibility for some CLINs while being removed from others.

Nothing in this clause limits the Government’s rights under FAR Part 49 or other applicable authorities.

On-Ramp Evaluation Procedures

If the Government elects to conduct an on-ramp, new offerors will be evaluated using the same evaluation criteria and methodology used for the original IDIQ awards, unless otherwise stated in the on-ramp solicitation. The Government may limit the evaluation to the specific CLINs identified in the on-ramp notice.

Version 4.0 Page 15

9.0 Ordering Procedures and Fair Opportunity

Requirements (FAR 16.505)

All competed orders issued under this IDIQ shall use Lowest Price Technically Acceptable (LPTA) source selection procedures. The contracting officer will evaluate orders using LPTA and will not use tradeoff or best-value methodologies. Technical acceptability and price will be the only evaluation factors for competed orders.

Blanket Purchase Agreements (BPAs) are not authorized under this IDIQ. The contracting officer will not establish BPAs under this contract.
