Commercially Available Information (CAI) Questions

As part of this solicitation for Specialized OSINT Tools IDIQ, please respond to the following questions. Please note that as part of the security review, the FBI may ask questions to clarify your responses to these questions. Additionally, full award is contingent on the completion of an Artificial Intelligence evaluation, Privacy Threshold Analysis (PTA) and, if needed, a Privacy Impact Assessment (PIA).

1. Search capabilities

a. Describe the search functions, to include available fields/criteria, filter/sort by various fields (e.g., data sources, date, other filters), and how publicly available data is retrieved within the system (e.g., API).

b. Describe system capabilities as it relates to persistent (i.e., automated) and manual (i.e., one-time) search capabilities.

2. Analytic Features

a. Describe the systems natural language capabilities to include translation and foreign language search capabilities.

b. Describe analytic visualization capabilities such as link analysis, graphs/charts, heat maps, influence scoring, topic clouds, trends, etc.

3. Results

a. How are search results stored for persistent searches?

b. Describe any export or download capabilities for search results.

c. Can search terms, filters, results be shared with other authorized users within the system? If so, please describe how sharing with other users work.

4. Data

a. Describe the types of data available through the tool.

b. Is any data sourced from the Dark Web?

c. Is the information lawfully obtained?

d. Does the tool only provide publicly available information?

e. What type of information is captured related to the system user and what is the purpose of that information? (e.g., administrative and audit information for purposes of system operation, administration, and maintenance.)

5. Artificial Intelligence

a. Describe any AI enabled models, capabilities, sentiment analysis, automated data extraction such as geo-inference, and others.

b. Describe the systems Generative Pre-Trained (GPT) Transformer capabilities and how the transformer provides responses to continuously refine search results. Does the GPT model provide opinions or conclusions about individuals?

c. If AI is used, what measures are in place to ensure the quality and accuracy of the training data and algorithms?

6. What mechanisms or procedures does the system incorporate to ensure the security of the information in the system?

7. Describe whether any information from the system is hosted on a public, community, private, or hybrid cloud or will it be hosted on a cloud in the foreseeable future, including name the cloud provider and what safeguards are in place to protect FBI information. (e.g. Federal Risk and Authorization Management Program compliant, data encryption, etc.)
