The RFP covers the provision of SEAT Services for two airports located in Crook County (Prineville Airport) and Union County (La Grande). The RFP outlines the minimum aircraft requirements, a schedule of items for the offered aircraft, and details on the mandatory availability period, daily availability rate, hourly flight rate, and optional/post-season use rate. Proposers must submit information on their aircraft performance, pilots, mechanics, and fuel servicing vehicle drivers, as well as provide references, an aviation safety program synopsis, and responsibility inquiries.

The RFP specifies the pricing terms, including an extended standby rate, fuel servicing vehicle mileage rate, and rate for loading other aircraft.
