About this file

This is a specifications document and bid package for the City of Eugene Public Works Department's Martin Luther King Jr Boulevard Transit & Safety Improvements project (Job #900296, Bid Number 2). The project scope includes construction of concrete sidewalks, islands, and sidewalk ramps; permanent pavement markings and signs; permanent lighting; a permanent Rectangular Rapid Flashing Beacon (RRFB) system; landscape repair; temporary pedestrian and traffic control; and temporary erosion control. The bid closing date is March 28, 2024, at 2:00 P.M., with electronic bids submitted exclusively through the OregonBuys website. The contract requires completion of all work except seeding establishment within 60 continuous work days following the beginning of on-site work or by August 1, 2024, whichever comes first. Work is limited to one ramp or concrete island completion per crossing location at a time, with separate crossing locations able to be worked simultaneously. A pre-construction conference and multiple inspections will be required, and the contractor must coordinate with other ongoing projects and utility providers in the area. Liquidated damages for failure to meet the completion deadline are $950.00 per work day.

Bidders must maintain current Oregon landscape contractor and business licenses for landscape repair work, comply with prevailing wage rate requirements as published by the Oregon Bureau of Labor and Industries, and submit monthly subcontractor utilization reports tracking payments to all subcontractors, DBE suppliers, and service providers within 20 days of receipt of payment. The City will provide temporary traffic signal equipment (two sets of solar-powered RRFB components) and city-provided special information signs; the contractor is responsible for picking up and returning this equipment and maintaining it during the project. Contractors must obtain written permission from the City prior to storing equipment and materials outside the construction zone but within City rights-of-way, and from private property owners for on-site storage. An Annual Erosion Prevention Permit (No. 23-09089-01) covers the project, with the contractor responsible for implementing erosion and sediment control measures, conducting weekly site inspections, and meeting stormwater quality standards. The project is subject to a Contaminated Media Management Work Plan addressing soil disturbance protocols in areas with known contaminants.
