About this file
This document is Attachment H (Scored Proposal Components Form) for OregonBuys Request for Proposal (RFP) S-63500-00013989 for Bobcat GPS Collars. The form is designed for potential vendors to provide detailed information about their proposed GPS collar technology for tracking bobcats, with scoring across four key areas: references (20 points), costs (30 points), proposed collar specifications (30 points), and product reliability (20 points). Vendors must comprehensively document their collar performance history, including transmission reliability, mortality identification accuracy, satellite link data transmission, remote drop-off mechanism functionality, and beacon performance.
The scoring criteria emphasize technical performance and reliability, requiring vendors to report precise percentages of collar performance metrics over the past three years. These metrics include the percentage of collars that stopped transmitting GPS locations before estimated battery life, incorrectly identified mortality, successfully transmitted GPS locations via Iridium satellite, had drop-off mechanism failures, experienced VHF beacon failures, and ceased transmitting locations within 30 and 60 days of deployment. The form provides space for vendors to detail their technological capabilities and track record, with a total of 100 possible points to be awarded based on their responses.

ATTACHMENT H
SCORED PROPOSAL COMPONENTS FORM
(Attach additional sheets if necessary)
A. References (Use Attachment D) 20 points possible
(As required under Section 3.4.3 of the RFP)
B. Costs (Use Attachment E) 30 points possible (As required under Section 3.4.4 of the RFP)
C. Proposed Collar Specifications 30 points possible
Offeror shall provide data to verify the requirements in Section 2.4 Scope of Work/Specification below. Attach additional sheets if necessary. Offeror must indicate in this Section if additional sheet is being used. Please ensure this section is not left blank.
D. Product Reliability 20 points possible
Offeror shall provide answers to questions regarding the performance history of the equipment they are proposing.
1. In the last three (3) years, what percent (%) of collars stopped transmitting GPS location prior to the minimum estimated battery life of the collars?
2. In the last three (3) years, what percent (%) of the collars incorrectly identified mortality of the individual?
3. In the last three (3) years, what percent (%) of GPS location acquired and stored on the collar were transmitted via the Iridium satellite link?
4. In the last three (3) years, what percent (%) of remote drop-off mechanisms failed to deploy at programmed drop-off dates or through a forced command to the collar?
5. In the last three (3) years, what percent (%) of collars had VHF beacons that failed before the minimum estimated battery life of the collars?
6. In the last three (3) years, what percent (%) of collars stopped transmitting GPS locations within thirty (30) days of deployment and sixty (60) days of deployment?
