About this file

This document is a Request for Proposal (RFP) Requirements Response Sheet from the Montana Department of Criminal Investigation (DCI) seeking a comprehensive Case Management System (CMS) for investigative operations. The RFP outlines extensive technical requirements for a sophisticated digital platform that supports investigative case management, including capabilities for report documentation, secure file export, case assignment, evidence tracking, intelligence file management, and integration with various law enforcement systems and tools such as NIBRS, NIEM, Cellebrite, TRAX lab submissions, and N-DEX.

The proposed system must meet stringent security and compliance standards, including CJIS policies, Cloud security compliance (FedRAMP, CJIS, DOD Cloud Computing Security Requirements), and 28CFR Part23 for criminal intelligence documentation. Key technical requirements include browser compatibility, mobile accessibility, customizable dashboards, auditing features, calendaring, data analysis capabilities, and the ability to support multi-agency evidence tracking and case file management. The RFP emphasizes the need for a robust, secure, and flexible solution that can manage the entire lifecycle of investigative records while maintaining strict access controls and supporting comprehensive reporting and analytical functions.
