About this file
This is Amendment #03 to RFP QAAA 2026000153 issued by the State of Colorado for the HealthySteps Program Implementation Sites Solicitation. The amendment modifies the original request for proposals concerning the implementation of HealthySteps program sites across Colorado. The document serves as an official modification to the procurement process, adjusting terms, requirements, or conditions established in the base RFP and previous amendments. Key details regarding project scope, quantities, timeline requirements, site visit schedules, bidder conferences, and contract award dates are governed by the terms outlined in this amendment in conjunction with the base solicitation documents.
The amendment contains specific modifications to pricing terms, eligibility requirements, set-asides, funding mechanisms, and other material conditions of the original RFP. Bidders and potential contractors must review Amendment #03 in its entirety alongside the base RFP and Amendment #01 and #02 to ensure full compliance with all current requirements. All substantive changes introduced through this amendment supersede conflicting provisions in previous solicitation documents, and failure to acknowledge and incorporate these amendments into proposal submissions may result in proposal rejection or non-responsiveness determinations.

RFP QAAA 2026000153
HealthySteps Program Implementation Sites
Amendment #03
The purpose of this Amendment #03 is to incorporate the list of questions and answers (Q&A) received via email, to the Request for Proposals (RFP) document:
Q&A Document:
o Please refer to all of the questions and answers below.
Questions and Answers:
1. We already have a HealthySteps program at one clinic. Is the purpose of this RFP for additional clinics to apply for their own programs?
Answer: We are issuing a new solicitation to establish new contracts for the next five-year period. We welcome your participation in this upcoming opportunity.
2. What would be our total allowable budget for FY27?
Answer: We do not provide a maximum budget amount. For context, most past awards covered a portion of the HealthySteps Specialist’s salary and sometimes included funds for supplies and travel.
3. Does our organization already have accounts for Bidnet Direct and Colorado
VSS?
Answer: For help related to Bidnet and Colorado VSS, please refer to the helpdesk on their sites for guidance.
4. Are accounts required on both platforms to submit applications?
Answer: Accounts are not required on both platforms to submit an application. Please refer to section 2.0 proposal submission instructions subsections i and ii.
5. Does each location require its own account, or does our organization maintain a single account for all locations?
Answer: Each location does not typically require its own account. Accounts are set up by the organizations tax identification number and would include any organizations operating underneath that umbrella.
6. With a specific individual no longer with the organization, is there a way to find out if/how the individual has a Colorado VSS account and if the username/password could be reset for us?
Answer: CDEC would not know how to access this information. Please reach out to the Colorado VSS help desk at VSSHelp@state.co.us
7. Would we find previous HealthySteps grant submissions in this VSS account?
mailto:VSSHelp@state.co.us
Answer: No. All submissions are required to be uploaded to Bidnet, not VSS. For previous HealthySteps grant submission information, feel free to reach out to the Colorado Open Records Act (CORA) team at cdec_cora@state.co.us
8. What person are you looking for to sign the attestation and the Signature page (page 3) of the RFP? (It is asking for Vendor primary contact on the signature page, so just making sure it doesn’t need CEO’s signature, or just a primary contact).
Answer: Anyone who has the ability to bind the organization submission for this RFP.
(eg CEO, CFO or anyone who has the authority to sign on behalf of the organization)
9. Also, is it permissible to have the same person sign both documents?
Answer: Yes, it is permissible to have the same person sign both documents. It is also acceptable for the primary contact, or project manager assigned to the project to sign the attestation acknowledging adherence to project requirements.
