About this file

This is an amendment to a Request for Proposals (RFP) issued by the Colorado Department of Early Childhood (CDEC) for HealthySteps Program Implementation Sites. The HealthySteps program provides three tiers of service and eight core components to support families with children ages 0-3 within participating medical practices across 36 medical settings throughout Colorado. The program improves child health and well-being by supporting developmental, social-emotional, and physical growth while strengthening pediatric primary care practices. Inquiries must be submitted by February 25, 2026 at 5:00 pm, with answers provided by March 4, 2026. Proposals are due March 11, 2026 at 2:00 pm via BidNet Direct, with a public bid opening scheduled for March 12, 2026 at 11:00 am. The anticipated contract start date is July 1, 2026. The initial contract term is one year with an option to renew for up to five years based on various performance factors.

Proposals must not exceed 25 pages and must include Exhibit B (Budget Template) and Exhibit A (Statement of Work) with vendor attestation of adherence to project requirements. The CDEC has not disclosed an upper budget limit, preferring to receive competitive proposals with applicants' best numbers. Budgets should be submitted for one year only, as the initial contract covers a single year. Organizations seeking to implement HealthySteps must employ a qualified HealthySteps Specialist with at least a Bachelor's degree in a relevant child development discipline, provide dedicated workspace and monthly supervision, and commit to all eight core components including universal implementation of five required screenings. Organizations must have active physician champion support, ensure appropriate clinic team training, and maintain capacity for team-based interdisciplinary healthcare. All submissions must be made through BidNet Direct, and vendors must register on the platform to be considered responsive.

Questions?

Questions & Answers

• Availability of Conference Materials and Monitoring Sites: An amendment to the RFP will be posted later that day to incorporate the recording of the conference, the slide deck, and the questions and answers. Organizations must monitor the Bidnet Direct and VSS sites for updated information and amendments, as Kellie Harris will not directly send them out. The focus of the proposal narrative should be on the criteria listed in Section 5.0 of the RFP document, making sure to respond to all questions.

• Budgeting and Contract Duration: There is no disclosed upper limit for the budget, as the CDEC prefers to receive the most competitive proposals, and applicants should submit their best numbers. The budget submission should be created with only one year in mind, as the initial contract is for one year, although there is an option to renew it for up to five years depending on various factors.

• Business Associate Agreement (BAA) and Scope of Work Clarification: The BAA agreement will be incorporated into the contract as an exhibit, which is a required part of the project. The BAA language is believed to be similar, if not the same, as in previous contract cycles. Applicants must attest in their proposal that they will adhere to the activities and objectives of the Scope of Work, and upon award, the project manager will contact them to negotiate and tailor the documents, including site names and responsible parties.
