About this file
Addendum #3 for the Minnesota Department of Administration's Real Estate and Construction Services (RECS) Request for Proposal (RFP) details additional information for the Design for Site Structures and Building Repair project at the Minnesota Correctional Facility-Red Wing (MCF-Red Wing), with project number 78RW0052. The addendum documents a mandatory meeting with 14 architectural and engineering firms and provides detailed responses to seven specific questions about the project. Key clarifications include confirmation that steam is available in all locations, certain project items (such as tunnel and greenhouse repairs) are designated for Phase 2, MnDOT will be responsible for designing hydronic tubing layout, and there will be separate bid packages for each project phase.
The addendum specifies that construction cost estimates are required at the end of each design phase and must include all project costs, not just construction expenses. The consultant will be responsible for determining the scope of geotechnical and survey/topographic work, soliciting proposals, and submitting at least two options to RECS for processing. Minnesota B3 Guidelines will not be applicable to this project, and the consultant's responsibilities include preparing connection points for future sidewalk hydronic tubing installation. The document indicates a collaborative approach to project planning, with careful delineation of responsibilities between the Department of Administration, MnDOT, and the project consultants.

RFP Questions and Answers:
Question #1: Is there steam available in both buildings in Phase 1 to support added snowmelt, or will we need to design a boiler system for either or both buildings?
Answer #1: Steam is available in all locations.
Question #2: Projects items #6 and #9 listed in Exhibit A1 include repairs to the tunnel and the greenhouse building. Could you clarify which, if any, parts of Items 6 and 9 are included in Phase I?
Answer #2: No, those areas are Phase 2.

Question #3: The description for Project Item #10 states that hydronic tubing will not be installed in the front sidewalk until MnDOT installs the sidewalk. If the MnDOT project is delayed to FY26 or later, will MnDOT be responsible for designing and installing the hydronic piping, or is that included in this RFP scope of work?
Answer #3: MNDOT will be responsible for designing the tubing layout. We are requesting connection points for the sidewalk hydronic tubing to be made available during phase 1 construction to allow for the connection of the completed sidewalk at a later date. We are also asking for empty conduit/s to extend to the sidewalk area for temp sensors to control the hydronic tubing which will extend from the location of the controls for the hydronic system.
Question #4: Given there is little to no building work in Phase 1, will Minnesota B3 Guidelines be applicable to this project?
Answer #4: No.
Question #5: Please confirm that the consultant's responsibility is limited to determining the scope and preparing the exhibit for the geotechnical and survey/topographic RFP, and owner will handle the contracting and payment.
Answer #5: Consultant will determine scope, solicit proposals, and submit at least 2 to RECS for further processing.
Question #6: Will there be a separate bid package for each phase?
Answer #6: Yes.
Question #7: It was mentioned construction cost estimates will be needed. Do you require one at the end of each design phase?
Answer #7: Yes, and you need to include all project costs not just construction.
