About this file

This document is a project specifications file for concrete repair and replacement work at MCF-RW (Minnesota Correctional Facility - Red Wing), detailing 14 distinct concrete project areas shown on an aerial site map with supporting photographs. The scope includes replacing multiple sets of stairs with new concrete stairs featuring hydronic snow-melt tubing, installing code-compliant handrails, repairing damaged tunnel roofs, replacing deteriorated sidewalks, and addressing drainage issues. Major components include stair replacements at locations #1-4 with hydronic tubing installations, repair of the Admin Wellness Outside Access stairwell and retaining walls (location #5), tunnel roof replacement with waterproofing (location #6), and multiple sidewalk replacements ranging from 190 to 300 feet in length (locations #7, #8, #10, #11).

The project involves significant infrastructure improvements including installation of hydronic control systems, drainage corrections to prevent flooding, and structural repairs to address water infiltration damage. At the Grounds Office (location #9), work includes replacing hollow core block walls and complete roof system replacement, with consideration for potentially replacing the entire structure with a pole shed style building. The LaSalle Entrance (location #12) requires complete replacement of sidewalk, retaining wall and drainage systems due to substandard original installation. Several areas require coordination with MNDOT work, particularly for sidewalk replacement at the Power Plant where temporary bituminous will be installed until MNDOT completes their portion of the work.

Project Summary

#1- Replace stairs with new concrete stairs that have hydronic tubing installed for snow melt. Also install approved handrails to meet code. A separate hydronic control system will need to be installed in building

#6 to accommodate this.

#2- Replace stairs with new concrete stairs that have hydronic tubing installed for snow melt. Also install approved handrails to meet code.

#3- Replace stairs with new concrete stairs that have hydronic tubing installed for snow melt. Also install approved handrails to meet code.

#4- Replace stairs with new concrete stairs. Also install approved handrails to meet code. Hydronic tube installation is optional since this is a rarely used entrance.

#5- Admin Wellness Outside Access- The stairwell and retaining walls will need to be completely redone due to erosion of the limestone substrate. The drain at the bottom of the stairs will need to empty into the storm sewer vs it being a suspected french drain to avoid flooding of the interior floor during rain events.

#6- This request is to replace a damaged section of tunnel roof and waterproof the section to prevent further damage. Structurally the tunnel is intact, the damage has occurred due to water infiltration over the years which has broken down the concrete ceiling to the point the re-rod is exposed below. Several pieces of concrete have fallen off the ceiling since this level of degradation has begun.

Another portion of the project includes problem areas in the facility where sidewalks need to be upgraded after being identified as trip hazards. As part of the tunnel roof replacement, sidewalks in the adjacent area will need to be replace.

#7- Replace sidewalk accessing N entrance to Education. Currently a planting bed is between the section nearest the building, that is to be remove and completely replaced with concrete with the remainder of the sidewalk. Approximate sidewalk length is 190’

#8- Replace sidewalk along the Power Plant starting from the stairs #13 which are to be replaced all the way to the end of the Auto Shop. Sidewalk length is approximately 225’

#9- Grounds Office- Due to water infiltration the green house office has incurred severe damage to the building envelop to include exterior masonry walls and roofing. The purpose of this repair would be to replace one wall of hollow core block and reroof the building to prevent further damage. The entire roof system will need to be removed and replaced to ensure the building is waterproof due to its current condition. After some investigation internally, most of the hollow core block is in good shape except for one exterior wall. Discuss possibility of taking building down to slab and replacing with a pole shed style building.

#10- Replace all the sidewalk and stairs in front of the Power Plant with new concrete stairs with approved railings. All the stairs will have hydronic tubing installed for snow melting except for the front sidewalk due to work that needs to be completed by MNDOT first. Provisions will be made for access to the hydronic tubing loop that will be added in the new sidewalk and connected to the control system which will be in the Power Plant. Hydronic tubing will not be installed in the front sidewalk until the new sidewalk is installed by MNDOT. Until the time MNDOT installs the sidewalk, a layer of bituminous will be installed in lieu of concrete for the sidewalk for easier removal at the time of replacement. The hydronic control system will be part of this project. Sidewalk length is approximately 200’

#11- Replace the sidewalk running in front Duke to Grinnell due to spalling. Approximate sidewalk length is 300’

#12-LaSalle Entrance- The sidewalk, retaining wall and drain all need to be replaced. This was a substandard installation initially that has resulted in numerous flooding events since being remodeled in

1994.

#13- Replace the stairs going to the basement of the Power Plant Shop. These stairs will have hydronic tubing installed that will be tied into the control system in the Power Plant. Rebuild the retaining wall that is currently at the end of the stairs.

#14- Replace the entrance stairs to the Gas House with concrete stairs and approved railings.
