This acquisition is a total small business set-aside under NAICS 339999 and is being solicited utilizing FAR Part 13 procedures – proposals will be evaluated using FAR SubPart 15.4, Proposal Analysis techniques. The purpose of this RFP is to support the agency’s mission by acquiring an innovative solution that meets specific technical and functional requirements. Offerors are invited to submit their proposals in accordance with the guidelines outlined in this document to detail their approach, capabilities, and pricing for the requested prototype.
The Government intends to evaluate proposals and make an award without discussion. However, the Government reserves the right to enter discussions if required. Offerors may be given the opportunity to clarify certain aspects of their proposal or to resolve minor or clerical errors. The Government intends to award one award as a result of this solicitation; however, the Government reserves the right not to issue an award based upon the results of the proposal evaluations.
This RFP letter serves as the solicitation document and provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. An offeror who submits an incomplete proposal may be considered non-responsive. Offerors are advised that taking exception to any of the requirements specified in this solicitation may result in the proposal being found unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience. The Government's evaluation will be based solely on the information presented in their proposal. Failure to comply with these instructions may result in an offeror's proposal being excluded from consideration for award.

Any significant inconsistency, if unexplained, raises a fundamental issue of the offeror's understanding and/or ability to perform under a contract. This may be a basis for rejection of the proposal. In no case shall words like "we will comply with the requirements of the contract," or equivalent statements, be acceptable to meet the requirements of this RFP. The proposal should not simply rephrase or restate the Government's requirements, but shall address and describe, in detail, how the offeror intends to meet these requirements. Offerors shall submit with their proposals a list of names and telephone numbers of persons authorized to conduct negotiations.
