About this file
This Statement of Work (SOW) details a government contract for designing, developing, and delivering a Precision Aim Kit capable of supporting a laser payload up to 110 lbs. The vendor will develop three functional prototypes that include a tripod, geared center column, three-way geared head, and x-axis rail, potentially modifying existing Commercial Off-The-Shelf (COTS) items to meet specific requirements. Key performance parameters include supporting 110 lbs at various angles, positioning objects from 1" to 4 feet above ground, precise 360-degree panning and tilting, weighing less than 15 lbs, and fitting in a backpack under 1000L.
The project is structured into four tasks: Design Phase (develop engineering documentation and conduct a design review), Prototype Fabrication (create three functional prototypes with custom and COTS components), Assembly and Testing (conduct functional testing at the vendor's facility), and Final Prototype Delivery. The total effort shall be completed within 9 months, with monthly status reports required and final prototype units to be delivered to W4RF CONCPT EVAL TNG SPT ACTV in Lexington, KY by Month 9. The prototypes must meet stringent requirements for shock resistance, temperature tolerance (-20F to 150F), precision alignment, and environmental reliability.

STATEMENT OF WORK
27 August 2025
Precision Aim Kit Effort
1. SCOPE:
The purpose of this effort is to design, develop, prototype, and deliver a Precision Aim Kit capable of aiming a laser payload of up to 110 lbs. The vendor will design and fabricate three (3) functional prototypes that includes a tripod, geared center column, three-way geared head, and x-axis rail to achieve precise aiming. This may involve the modification and tailoring of the vendor's existing Commercial Off-The-Shelf (COTS) items to meet the specified requirements. The prototypes will be developed in accordance with government requirements (Ref. Section 2 below) and tested to verify performance.
Upon successful completion of Tasks 1-3, the vendor shall manufacture and deliver three (3) fully assembled Precision Aim Kit prototype systems as part of Task 4.
2. REQUIREMENTS:
The Precision Aim Kit shall meet the following Key Performance Parameters (KPPs) and Key System Attributes (KSAs):
KPP/KSA Description Threshold / Objective
1.1 Precision aim kit will be able to support 110lbs max at all X, Y, Z angles/orientations
T=80lbs O=110lbs
1.2 Precision aim kit will be able to position object from 1” above ground to 4 feet above ground
T=O
1.3 Precision aim kit will mount object by means of an ARCA rail system or a suitable substitute
T=Suitable Sub
O=ARCA
1.4
Precision aim kit will have the capability to precisely pan (360 degrees), tilt (30 degrees), cant (30 degrees), invert and move object in all X, Y, Z axis orientations once positioned at applicable height
T=O
1.5 Precision aim kit will tilt up and down
T=30 degrees; O=45 degrees
T=30 degrees O=45 degrees
1.6
Articulation and adjustment of object must be capable of gross movements in the X, Y and Z axis; Once object is in its interim position the precision aim kit must be capable of fine adjustments in the X, Y and Z axis of a T=1” and O=2”
Gross Movement=O Fine Adjustment:
T=1” O=2”
1.7 Precision aim kit will weigh less than
15lbs
T=15 O=5
1.8 Precision aim kit will fit in a backpack less
than 1000L
T=1000L O=500L
1.9 Precision aim kit will securely hold and
precisely align object on all surfaces T=O
1.10 Precision aim kit will inherently be shock proof, robust and rugged while maintaining performance
T=O
1.11 Precision aim kit will function reliably in
temperatures from -20F to 150F T=O
1.12 Precision aim kit will maintain precise
hold/alignment for 20 minutes T=O
1.13 Precision aim kit will function reliably in
wet and dry environments T=O
1.14 Precision aim kit will have the requirement
to be precisely aimed in 2 minutes or less T=O
3. TASKS:
The vendor shall perform the following tasks:
3.1 Task 1 – Design Phase:
• Develop detailed engineering documentation for the Precision Aim Kit.
• Conduct a design review with the government and provide a design document for government approval. This will require coordination with the government and may require revisions beyond the original design to achieve approval.
• Ensure the design meets all performance, weight, and stability requirements.
• Deliverable: Design Review Report for government approval. The report will be provided in vendor format and will include all information necessary for government evaluation and acceptance in accordance with the SOW requirements. Once design is approved a Notice to Proceed (NTP) to the subsequent tasks (3.2-3.4) will be issued by the Contracting Officer.
3.2 Task 2 – Prototype Fabrication:
• Fabricate three (3) functional prototypes based on the approved design.
• Machine and assemble custom components for each axis of movement:
o Geared center column o Geared rotational stage o Custom Cube geared head o Heavy-duty macro rail o Integrate commercial off-the-shelf (COTS) components where applicable.
3.3 Task 3 – Assembly and Testing:
• Conduct assembly and functional testing of the prototypes at vendor’s facility.
• Testing will be conducted in accordance with the Government’s Standard Operating Procedures
(SOPs) to validate system mechanical performance, stability, and precision.
• The Government will perform the validation testing at the vendor’s facility, measuring against the specifications and performance requirements identified in the SOW.
3.4 Task 4 – Final Prototype Delivery
• Deliver three (3) final, tested prototypes to the designated government location.
• Deliverables: Final prototype units delivered and accepted by the government.
