About this file
This document is Addendum #1 for Request for Proposal (RFP) PR 8458 issued by the Orlando Utilities Commission (OUC) for Natural Gas Yard Maintenance at SEC Units 1, 2, SEC B, and OGS. The addendum provides detailed clarifications and responses to 26 specific questions from potential bidders regarding the scope of work, which includes maintenance of natural gas yard facilities at the Stanton Energy Center and Osceola Generating Station. Key details include requirements for emergency response (call back within 2 hours, mobilization within 4-6 hours), inspection frequencies (weekly at Stanton, monthly at OGS), and specific maintenance activities such as valve inspections, cathodic protection testing, and filter coalescer inspections. The bid submission deadline is set for June 3, 2025, at 2:00 PM EST.
The addendum outlines specific requirements for contractor qualifications, including mandatory DOT O.Q. certifications, drug testing for all crew members, and preferences for using original equipment manufacturer (OEM) brands for existing equipment. OUC will provide replacement parts from their inventory for certain maintenance tasks, and emergency support will be managed through change orders to the existing contract purchase order. The contractor will have autonomy to execute maintenance activities after obtaining a contractor's badge, with the system only being isolated during annual outages. OUC emphasized that most specialized rebuilds (such as pressure regulators) will be handled under separate contracts, but the awarded contractor must be available to support these activities during outages.

Questions/Clarifications:
Question 1. Is measurement calibration witnessing of FGT required in this scope?
Answer: No, not required
Question 2. OUC is requesting T&M rates from the Contractors as part of their proposal, do you also need emergency response & OT rate sheet?
Answer: Yes please provide all rates that could be applicable for emergency responses and OT rates.
Question 3. If a valve is inspected and the repair or rebuild isn’t a feasible option, will
OUC procure the valve and have the Contractor do the install based on their T&M rates?
Answer: Yes
Question 4. Is the annual cathodic protection testing limited to the piping within the gas yard fencing, or is the header from the gas yard to the units included as well?
Answer: Gas Yard only
Question 5. Will OUC be responsible for supplying the filters on both site yards?
Are we opening the filter coalescers to inspect and replace the filters?
Orlando Utilities Commission P.O. Box 3193 Orlando Florida 32802 Reliable Plaza : 100 W Anderson St. Orlando, FL 32802 Phone: 407.434.2217 Website: www.ouc.com mailto:amaldonado2@OUC.com http://www.ouc.com/
Answer: Replacement parts to be provided from OUC inventory and Contractor will provide cost for the install only. Contractor shall open and inspect only during the annual outage. OUC is requesting a cost per outage to perform these services, the amount of outages per year could range between 2-3 total. Please anticipate 5 days total for an outage to support these services, which a minimum of 1-person from your company.
Question 6. Please confirm internal parts for the regulator rebuilds are purchased on a cost-plus basis by bidder.
Answer: All regulator rebuild work is performed under a separate Contract. OUC is requesting price per outage from bidders under this RFP to Support the “Annual Internal Inspection and Rebuild of Pressure Regulators and Relief Valves”, which is being handled by another vendor under a separate Contract. Please anticipate 5 days total for an outage to support these services, which a minimum of 1-person from your company.
Question 7. At OGS, is the filter skid area behind the other fence not included in this
Contract?
Answer: No, its not.
Question 8. At OGS, we understand for the 2+ mile pipe, there is only 1 test station?
Answer: Yes.
Question 9. Is the bidder expected to provide waste removal services of the condensate tank? If so, could OUC provide an estimate of historical liquid collection levels in the tank?
Answer: No, OUC plans for any waste collected to be disposed of onsite by OUC.
Question 10. Are there any digital transmitter units not associated with the meter run needing to be maintained and calibrated? (pressure, temperature, high liquid level, etc.)
Answer: No
Question 11. For Emergency support, what will the expectation be from OUC? What will the expectation be when we get a call from OUC? We have 2-3 hours in which to call back or show up at the facility?
Answer: The expectation under this Contract would be to have the Supplier call back to OUC within 2 hours and have a plan to mobilize to the OUC facility within 4 hours, not to exceed 6 hours total from the initial OUC Call.
Question 12. With your past supplier, what has your emergency support looked like?
Could OUC advise, how many hours per week? Per Month?
Answer: Emergency support is something irregular and only one or two instances have come up in the past. In those instances it’s usually some piece of equipment in the gas yard that is not functioning and is critical to plant operation and supplier was called in to support troubleshooting/recovery.
Question 13. We will need to know the current date of inspections (last time inspections have been done) and expected inspection dates after the contract starts on Sep 16th.
Answer: OUC will provide this data to the awarded Supplier.
Question 14. Rebuild of Pressure Regulators: There are no pressure regulators on
OSG site, but Fisher Controls valves, Stanton includes both Mooney Regulators and Fisher Control Valves, is this scope to be quoted as open and inspect annually for all regulator and control valves?
For Open and Inspect, soft goods will need to be replaced, Will OUC provide soft goods for these, or will this need to be included with proposal pricing?
Answer: The rebuilds of the Mooney regulators and the Fisher valves are being handled under another contract, this contract would require the awarded Contractor to be available to support the rebuilds if needed during each outage as clarified in question #6.
Question 15. For the Relief valves, will annual inspection only require validation of setpoint (pop test)?
Answer: Yes, when applicable. For the hydrostats we will replace them internally.
Question 16. For Emergency support, will this be managed through a Change Order?
Will OUC be adjusting the change order on the Contract PO or will OUC be issuing separate PO(s)?
Answer: It would be issued as a change order to the existing contract PO.
Question 17. For all products, is there an approved manufacture list that we must operate based on? If so, will OUC be able to supply a list?
Answer: OUC prefers to use the same OEM brand for the equipment and parts currently installed, particularly the valves and regulators. Other parts can be the brand and model the maintenance Contractor deems best industry standard for the application.
Question 18. Will awarded Contractor be working under OUC supervision (escort)?
Or will our team be free to come in to execute contract maintenance activities?
Answer: Once the Supplier’s staff goes through the background check and obtains a Contractor’s badge to access the sites, then your team will be free to come in and execute contract maintenance at your discretion.
Question 19. Will the site be blocked in and isolated during maintenance activities?
Answer: The system is only isolated during annual outages.
Question 20. Will OUC be interested in installing ISO valves under the relief valves for future testing and testing time reduction?
Answer: No.
Question 21. Are the sight glasses going to be on the visual inspection list?
Question 22. Is OUC open to perform maintenance every 3 months?
Answer: No. To clarify Stanton site should be doing weekly inspections and OGS should be doing monthly inspections.
Question 23. Will OUC allow battery-operated cordless grease guns?
Question 24. Does OUC have their own documentation for valve services, or can we use ours?
Answer: You can use your own.
Question 25. Are all crew members required to have DOT O.Q. certs and drug testing?
Answer: Yes
Question 26. For cathodic protection, can OUC provide any old reports for the AC/CP, atmospheric surveys, and grounding portion to provide an idea of the magnitude of the surveys that need to be completed?
Answer: Yes see attached previous example surveys for reference.
Note: There shall be no communication between the supplier, their employees or subcontractors concerning this RFP to anyone within OUC except the buyer of record.
