About this file
This document is a Bid Form (Attachment B-1) for a gas yard maintenance contract involving Orlando Utilities Commission (OUC) for facilities at Stanton Energy Center and Osceola Generating Station in Florida. The contract covers comprehensive maintenance services including monthly facility maintenance, annual inspections and testing of cathodic protection, atmospheric corrosion, grounding systems, leak surveys, pressure regulator maintenance, filter separator element replacements, and regulatory record maintenance. The contract term is an initial three-year base period with potential pricing escalations after the base period, subject to OUC approval and tied to approved index data.
The pricing structure is predominantly time and materials, with unit pricing including all labor, travel, materials, equipment, tools, overhead, and profit. Suppliers are required to provide detailed labor rates and equipment rates, with the option to mark up materials and rental equipment. The bid form includes provisions for emergency response times, requiring bidders to specify minimum and maximum response times for service personnel. The document also requests information about the nearest service center locations relative to the two generating stations. The contract allows OUC the right to negotiate rates and explore alternative cost-saving approaches throughout the contract's duration, providing flexibility in managing maintenance services for the natural gas system facilities.
