About this file

This is a Request for Proposal (RFP) issued by the City of Hagerstown, Maryland, for the purchase, delivery, installation, annual removal, and storage of a commercial-grade artificial Christmas tree designated as a signature holiday feature for Downtown Hagerstown's public square. The project requires vendors to provide a tree suitable for outdoor public display with associated services including annual installation and removal cycles and year-round storage. The RFP establishes specific requirements for tree specifications, delivery timelines, and installation standards to ensure the tree functions as an attractive seasonal centerpiece for the downtown area. Interested vendors must submit proposals by the deadline specified in the bid documents, with evaluation based on quality, pricing, and ability to meet the city's operational requirements for ongoing maintenance and storage.

The proposal should include comprehensive pricing for all services: the initial purchase and delivery of the tree, installation labor, annual removal procedures, and storage fees for the off-season period. Vendors must demonstrate experience with commercial-grade artificial trees and capability to manage the complete lifecycle of the product over the contract term. The city will evaluate bids based on cost-effectiveness, product durability and aesthetic appeal, and the vendor's capacity to reliably execute annual installation and removal cycles. Award of the contract will be made to the qualified vendor offering the best value to the city, with the contract term and any renewal options specified in the full bid documents.
