About this file
Appendix C of the Request for Proposal (RFP) for the Revenue Recovery Collection Technology Solution is a detailed functional requirements and response form issued by Tuolumne County, California. The document outlines comprehensive technical specifications for a revenue collection software solution, presenting mandatory and rated requirements across 12 key functional areas including modules/interfaces, customer self-service portal, inventory management, collector features, administrative controls, correspondence capabilities, collection workflow management, file import/export capabilities, accounting functions, reporting, data backup/security, and technical requirements. The requirements range from critical to useful, with proposers required to indicate their ability to meet each specification using specific response codes.
The document emphasizes several key technical expectations, such as all system processing and storage being physically located in the Continental United States, the ability to create complex workflows for account management, integration with various California state systems (like EDD, DMV, Franchise Tax Board), and robust security protocols. Mandatory requirements include creating workflows for account processes, supporting multiple payment types, maintaining comprehensive debtor information, enabling flexible reporting, and implementing strong data encryption and network security measures. The RFP indicates the county seeks a highly configurable, secure, and comprehensive revenue collection technology solution that can handle diverse debt types, provide extensive reporting capabilities, and integrate with existing county systems like CentralSquare ONESolution.
