About this file
This is an RFP notes document prepared by the City of Detroit's Construction & Demolition Department (CDD) in coordination with the Building, Safety Engineering and Environmental Department (BSEED) and Detroit Water and Sewerage Department (DWSD) for an emergency residential demolition project located at 9501 Greensboro in Detroit, Michigan. The project involves the demolition of a two-story, single-family brick dwelling that has been posted as unsafe due to severe structural deterioration, including a collapsing roof that has pulled the front wall out of plumb, failed top plate and structural framing causing second-floor wall sagging and buckling, a fallen tree that has collapsed structural members, stripped exterior brick exposing buckled framing, significant rotting of framing members, and overhead life safety risks to adjacent occupied dwellings. BSEED has recommended emergency demolition, and emergency timelines must be met regardless of whether Frost Laws are in effect. The property is owned by DLBA with an occupied dwelling to the south and a vacant lot to the north.
The awarded vendor must obtain backfill material from a Category 2 source approved on the City of Detroit Backfill platform and comply with the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Upon receipt of BSEED's Open Hole Approval, CDD will notify DWSD to verify the existing water service line material and remove any lead service lines if present, with DWSD completing this work within five business days. The demolition project timeline will be paused during DWSD's inspection and lead service line removal, with CDD documenting hold dates to ensure accurate tracking of contractor performance and contractual timeline compliance. No changes to the demolition scope of services or contractor responsibilities result from the DWSD lead service line removal process.

Notes to Include in the RFP
BSEED Inspector Description: On complaint inspection, found 2 story 1 family brick dwelling. Posted. Open to elements at 2nd floor windows and rear exterior wall/roof. Collapsing roof has pulled front wall out of plumb and square at upper window. Top plate and structural framing have failed causing 2nd floor wall to sag and buckle. Fallen tree in rear has collapsed top plate and 2nd floor wall structural members. South exterior wall stripped of brick at 1st floor, causing exposed frame and sheathing to buckle behind overgrowth. 2nd floor at this location has a failed top plate, allowing 2nd floor wall to buckle outward. Significant rotting of framing members visible at exposed locations. Front, south side, and rear exterior 2nd floor walls pose overhead risks to life safety. Structure is of sufficient height to impact adjacent dwelling. Vacant lot to the north.
Occupied dwelling to the south.
DLBA owned property.
Recommend Emergency Demolition.
DFD Fire Occurrence Date: N/A
*Emergency timelines must be met regardless of if Frost Laws are in effect.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
