About this file
This document is an addendum to Request for Proposal (RFP) No. CFF 7708 issued by First 5 California (F5CA) for a public education campaign. The addendum revises several sections of the RFP, including updates to the requirements for Generative Artificial Intelligence (GenAI), the Disabled Veteran Business Enterprise (DVBE) participation requirement, and clarification of proposal formatting and evaluation criteria. Key changes include reducing the DVBE participation requirement from 3% to 1% and eliminating the weighted scoring columns from the evaluation criteria appendices. Bidders must notify F5CA if their solution includes GenAI technology and complete a disclosure form, failure to do so will result in disqualification. The RFP seeks proposals from qualified contractors to provide public education services related to helping California's children receive the best possible start in life, with a not-to-exceed amount of $57,000,000 for the full three-year contract term. Printing costs will be procured separately by F5CA.
The addendum also provides guidance on the bidding process, including instructions for submitting questions, requesting changes to RFP requirements, and the potential for further addenda to be issued. Bidders are encouraged to carefully review the bid requirements and proposal format outlined in the RFP.
