1.0 INTRODUCTION

The Massachusetts Bay Transportation Authority (herein MBTA) Subway Operations services the Greater Boston Area. The Subway Operations consists of one Light Rail Line (Green Line) and three Heavy Rail Lines (Red, Orange and Blue Lines).

Each Line has one Maintenance Facility with the Green Line consisting of one primary Maintenance Facility and two Light Maintenance Facilities. The Subway Operations also has one Main Repair Facility, Everett Shops, supporting all four lines.

The MBTA is currently looking to procure two Wheel Measurement Systems, to be located at the Green Line Riverside Maintenance Facility Yard and the Blue Line Orient Heights Maintenance Facility Yard. The Wheel Measurement System will enable Rail Vehicle Maintenance to monitor and schedule wheel sets for wheel trueing and for replacement.

The function of Wheel Trueing is to return the wheel set to the proper wheel profile to ensure the designed Rail to Wheel interface. The Wheel Profile consists of the Wheel and Flange Angle, which deviate from the design profile due to stresses of track wear, spalling, wheel flat spots, and wheel wear during normal service.

The Wheel Measurement System will enable the MBTA to provide the following:

1. Early identification of excessively worn wheel sets that can lead to derailments and accelerated rail wear that impact the safety of the rail vehicle.

2. Detect asymmetric wheel wear that can indicate other underlying issues with the bogie, braking system, track, etc.

3. Improve wheel demand forecasting, purchase planning and budget.

4. Eliminate the need for the manual monitoring of wheel wear using hand held devices.

5. An ability to trend wheel wear, detect asymmetrical wear and to conduct fleet statistical analysis.

6. Provide fleet wheel wear to our Enterprise Asset Management System.

2.0 SCOPE OF SUPPLY

The Scope of Supply under this contract covers the following:
